【摘要】：高等教育的發(fā)展對于促進我國經(jīng)濟發(fā)展、培養(yǎng)各類人才、增強國家競爭力具有重要作用。近幾年，我國高校無論是在規(guī)模數(shù)量上還是在招生人數(shù)上，科研基礎設施上都有了很大的改善，高校為建設創(chuàng)新國家、服務社會作出了很大的貢獻。 同時，，我們也應該看到，高等教育的快速發(fā)展對教育投入的持續(xù)增長提出了更高的要求，同時也引發(fā)了一系列結構性矛盾。盡管我國對高校的投入每年都在增加，但是國家財政對高校支出的比例還比較低，影響到高校的可持續(xù)發(fā)展。因此，如何在繼續(xù)保持高等教育國家投入為主體的同時，大力拓展社會籌資渠道，吸引社會力量投資高等教育，保證高等教育的持續(xù)、穩(wěn)定、快速發(fā)展，成為人們思考和研究的熱點。隨著我國對外開放政策的實施和經(jīng)濟的發(fā)展，海內(nèi)外一些團體和友好人士對高等院校的理解和支持越來越多。為了吸引更多的投資，拓寬集資辦學渠道，解決經(jīng)費短缺的難題，根據(jù)國家的有關規(guī)定，我國一些高校相繼成立了大學教育基金會。而發(fā)展教育基金會，加大吸引社會捐贈的力度則是拓展第三籌資渠道的主要途徑之一。 大學教育基金會在我國已經(jīng)有多年的發(fā)展歷史，積累了大量的經(jīng)驗與教訓。如何認識教育基金會的地位，如何有效地對大學教育基金會進行管理，充分發(fā)揮大學教育基金會在高校發(fā)展過程中的作用，如何使得基金會的資產(chǎn)保值增值，建立新型的高�；饡芾眢w制，如何建立完善的大學教育基金會財務體系，評價體系和監(jiān)管體系等，都是大學教育基金會管理的重要課題，有待進一步總結和研究。 本文嘗試通過結合國內(nèi)大學教育基金會的具體情況、運作機制等案例材料，來分析大學教育基金會產(chǎn)生的背景意義、發(fā)展的歷程和階段特點等情況。在此基礎上，以清華大學教育基金會、北京大學教育基金會等名�；饡\作機制的狀況為例進行分析，側重從我國大學教育基金會發(fā)展存在的問題入手，對大學教育基金會的捐贈資金來源渠道、捐贈資金的用途、資金保值增值手段，基金會的管理制度等方面進行分析，找出其存在問題以及原因，從中提煉出值得我國大學教育基金會發(fā)展借鑒的方法和對策，為我國大學教育基金會的進一步完善提出改進意見。 本文分五章，具體內(nèi)容為： 第一章緒論：主要包括相關問題的提出，文獻綜述，研究的意義以及研究思路與方法。 第二章大學教育基金會的理論基礎：嘗試在收集到的文獻數(shù)據(jù)資料的基礎上，通過筆者的分析，對大學教育基金會的理論基礎進行分析并準確的概括總結出大學教育基金會的涵義及特點。 第三章我國大學教育基金會的發(fā)展現(xiàn)狀：對我國大學教育基金會的發(fā)展起步概況以及現(xiàn)階段狀況進行了相應的總結論述。 第四章我國大學教育基金會的發(fā)展困境：擬對當下我國大學教育基金會建設所面臨的問題及原因做一些簡要探討,以期能對我國大學教育基金會的發(fā)展起到一定的推動作用。 第五章我國大學教育基金會的發(fā)展對策及建議：提煉出值得我國大學教育基金會發(fā)展借鑒的方法和對策，為我國大學教育基金會的進一步完善提出改進意見。
[Abstract]:The development of higher education plays an important role in promoting our country ' s economic development , cultivating all kinds of talents and enhancing national competitiveness . In recent years , China ' s colleges and universities have made great progress in the construction of innovative countries and service society . At the same time , we should also see that the rapid development of higher education puts forward higher demands on the sustained growth of education input , and also raises a series of structural contradictions . How to understand the status of the education foundation , how to effectively manage the university education foundation , how to make full use of the role of the university education foundation in the development of the university , how to make full use of the role of the university education foundation in the development of the university , how to establish a new management system of the university foundation , how to establish the perfect financial system of the university education foundation , the evaluation system and the supervision system , etc . , are the important subject of the management of the university education foundation . This paper tries to analyze the background significance , the course and the stage characteristics of the university education foundation by combining the case materials of the domestic university education foundation and the operation mechanism . On the basis of this , the paper analyzes the problems existing in the development of the university education foundation in Tsinghua University , analyzes the source channel of endowment funds , the use of endowment funds , the value - added measure of the fund and the management system of the foundation , finds out the problems and causes , and puts forward the methods and countermeasures worthy of the development reference of the university education foundation of our country , and puts forward some suggestions for further improvement of the university education foundation in our country . This article is divided into five chapters , the concrete contents are as follows : Chapter One : The introduction of the related issues , the literature review , the significance of the research and the research thoughts and methods . The second chapter is the theoretical foundation of the university education foundation : try to analyze the theoretical foundation of the university education foundation through the analysis of the author , and summarize the meaning and characteristics of the university education foundation by the analysis of the author . In chapter 3 , the present situation of the development of our university education foundation is summarized and discussed in this paper . In chapter 4 , the development dilemma of our university education foundation is to make some brief discussion on the problems and reasons faced by the construction of our university education foundation , so as to play a certain role in the development of our university education foundation . The fifth chapter puts forward the countermeasures and suggestions for the development of our university education foundation , and puts forward some suggestions for further improvement of our university education foundation .
