泰國朱拉隆功大學(xué)內(nèi)部質(zhì)量保障體系的研究

【摘要】:高等教育質(zhì)量保障體系是建立在高等教育質(zhì)量保障活動和高等教育質(zhì)量保障機構(gòu)基礎(chǔ)之上的有機整體。高等教育質(zhì)量保障體系是時代發(fā)展的產(chǎn)物,是高等教育大眾化的必然要求,也是世界高等教育發(fā)展的趨勢。 朱拉隆功大學(xué)作為高等教育質(zhì)量保障的先行者,是泰國高等院校學(xué)習(xí)的榜樣,在一定程度上代表了泰國高等教育的未來。因此,以朱拉隆功大學(xué)作為樣本對泰國高等教育質(zhì)量保障體系進(jìn)行研究是最顯而易見的選擇,本文就將以朱拉隆功大學(xué)為例,具體研究其質(zhì)量保障體系。 本文詳細(xì)地介紹了朱拉隆功大學(xué)高等教育質(zhì)量保障體系,主要分為兩部分: 第一部分將朱拉隆功大學(xué)高等教育質(zhì)量保障體系劃分為3個發(fā)展階段,即:第一階段(2000年—2004年),質(zhì)量保障體系的建立和發(fā)展(QA SystemDevelopment);第二階段(2004年—2008年),內(nèi)部評估標(biāo)準(zhǔn)的制定(Internal Benchmarking);第三階段(2008年—2012年),外部評估標(biāo)準(zhǔn)的制定(External Benchmarking)。 第二部分詳細(xì)分析了當(dāng)前朱拉隆功大學(xué)使用的4類質(zhì)量保障體系,分別是:一是教學(xué)機構(gòu),主要負(fù)責(zé)教育和教學(xué),其質(zhì)量保障體系應(yīng)以CU-QA84.1為準(zhǔn);二是研究機構(gòu),主要負(fù)責(zé)學(xué)術(shù)研究,其質(zhì)量保障體系應(yīng)以CU-QA84.2為準(zhǔn);三是管理部門,該機構(gòu)的核心任務(wù)是管理和支持學(xué)校各部門各種內(nèi)部和外部的活動,,對于管理部門的質(zhì)量保障體系應(yīng)以CU-QA84.3作為指導(dǎo)標(biāo)準(zhǔn);四是學(xué)術(shù)服務(wù)部門,其主要職責(zé)是為學(xué)校各個部門提供學(xué)術(shù)服務(wù),CU-QA84.4適用于指導(dǎo)這類機構(gòu)制定他的質(zhì)量保障體系。 此外,按照朱拉隆功大學(xué)質(zhì)量保障體系可以有兩類不同的標(biāo)準(zhǔn),分別對應(yīng)于朱拉隆功大學(xué)的質(zhì)量體系認(rèn)證的最低要求和標(biāo)準(zhǔn)要求。最低要求保持質(zhì)量的穩(wěn)定和平穩(wěn),而標(biāo)準(zhǔn)要求則在保證質(zhì)量的穩(wěn)定發(fā)展的情況下,強調(diào)質(zhì)量的提升。 基于前面這些討論,我們進(jìn)一步評述了朱拉隆功大學(xué)質(zhì)量保障體系的優(yōu)點和缺點,并對朱拉隆功大學(xué)質(zhì)量保障體系的缺點給出了個人的建議。
[Abstract]:Higher education quality assurance system is an organic whole based on higher education quality assurance activities and institutions. Higher education quality assurance system is the product of the development of the times. It is the inevitable requirement of the popularization of higher education and the trend of the development of higher education in the world. Chulalongkorn University, as the pioneer of quality assurance of higher education, is the example of Thai higher education, and to some extent represents the future of Thai higher education. Taking Chulalongkorn University as a sample, it is the most obvious choice to study the quality assurance system of higher education in Thailand. This paper will take Chulalongkorn University as an example to study the quality assurance system in detail. This paper introduces the quality assurance system of higher education in Chulalongkorn University in detail, which is divided into two parts: The first part divides the quality assurance system of higher education in Chulalongkorn University into three stages: the first stage (2000-2004). The establishment and development of quality assurance system; The second stage (2004-2008), Internal criteria for internal evaluation; The third stage (2008-2012), the formulation of external evaluation criteria. The second part of the detailed analysis of the current Chulalongkorn University used four types of quality assurance system, respectively: one is the teaching institutions, mainly responsible for education and teaching. Its quality assurance system should be based on CU-QA84.1; Second, research institutions, mainly responsible for academic research, its quality assurance system should be based on CU-QA84.2; Third, the management department, the core task of the organization is to manage and support all kinds of internal and external activities of the school departments, the quality assurance system of the management department should take CU-QA84.3 as the guiding standard; Fourth, academic service department, its main duty is to provide academic service for each department of the school. CU-QA84.4 is suitable for guiding this kind of organization to formulate its quality assurance system. In addition, according to the Chulalongkorn University quality assurance system, there can be two different types of standards. Corresponding to the minimum requirements and standard requirements of quality system certification of Chulalongkorn University respectively. The minimum requirements maintain the stability and stability of the quality while the standard requirements ensure the stable development of quality. Emphasis on quality improvement. Based on these discussions, we further comment on the merits and demerits of the quality assurance system of Chulalongkorn University, and give some personal suggestions on the shortcomings of the quality Assurance system of Chulalongkorn University.
