中國(guó)高等教育管理中資源分配不公問(wèn)題治理對(duì)策研究

【摘要】:教育公平是社會(huì)公平問(wèn)題在教育領(lǐng)域的折射和反映,也是公平價(jià)值觀念在教育領(lǐng)域的體現(xiàn)和延伸。教育公平主要體現(xiàn)在教育資源的分配上,同時(shí),高等教育資源是公共產(chǎn)品,對(duì)國(guó)家和人民的未來(lái)起著至關(guān)重要的作用。隨著我國(guó)政治、經(jīng)濟(jì)的發(fā)展,中國(guó)的教育事業(yè)進(jìn)入了一個(gè)由人力資源大國(guó)向人力資源強(qiáng)國(guó)過(guò)渡的時(shí)代。然而,人們?cè)谙碛媒逃聵I(yè)發(fā)展帶來(lái)的種種便利時(shí),,逐漸發(fā)現(xiàn)教育事業(yè)在發(fā)展過(guò)程中存在著諸多問(wèn)題,其中最突出的問(wèn)題就是高等教育資源分配不公問(wèn)題,當(dāng)前我國(guó)高等教育資源的總體現(xiàn)狀存在著不平衡性:包括高等教育資源在地區(qū)分布不平衡、高校資源地方化、招生資源指標(biāo)化、高校之間分布不平衡。這些不平衡的出現(xiàn),直接的后果就是我國(guó)高等教育資源的分配不公。這個(gè)問(wèn)題的出現(xiàn)源自于人們的思想認(rèn)識(shí)不端正、體制機(jī)制不完善,以及教育政策有失公正等多重原因。一套行之有效的措施,有利于治理高等教育資源分配不公的問(wèn)題,但是,要想真正實(shí)現(xiàn)高等教育資源公平分配,讓作為公共產(chǎn)品的高等教育,真正發(fā)揮為人民謀利益的社會(huì)價(jià)值,還有很長(zhǎng)的路要走。只要?jiǎng)訂T社會(huì)一切力量,國(guó)家、社會(huì)和個(gè)人齊努力,眾志成城,終能突破難關(guān),撥云見(jiàn)日。為了保證我國(guó)高等教育事業(yè)的可持續(xù)發(fā)展,應(yīng)該把解決高校教育資源分配不公問(wèn)題作為促進(jìn)教育事業(yè)發(fā)展的關(guān)鍵環(huán)節(jié)來(lái)抓,通過(guò)樹(shù)立高等教育是公共產(chǎn)品的意識(shí);克服高等教育產(chǎn)業(yè)化弊端;貫徹科學(xué)發(fā)展觀等措施,切實(shí)解決制約高等教育發(fā)展的教育資源分配不公問(wèn)題,因?yàn)榻逃降膶?shí)現(xiàn),有助于建設(shè)社會(huì)主義和諧社會(huì)。
[Abstract]:Educational fairness is the reflection and reflection of social equity in the field of education, and it is also the embodiment and extension of fair values in the field of education. Educational fairness is mainly reflected in the distribution of educational resources and at the same time. The resources of higher education are public goods and play a vital role in the future of the country and the people. With the development of politics and economy of our country. China's education has entered an era of transition from a large country of human resources to a powerful country of human resources. However, people are enjoying all kinds of conveniences brought by the development of education. It is gradually found that there are many problems in the development of education, the most prominent of which is the unfair distribution of resources in higher education. At present, there is imbalance in the overall situation of higher education resources in China, including unbalanced distribution of higher education resources in the region, localization of resources in colleges and universities, and target of enrollment resources. The unbalance of distribution among colleges and universities. The direct consequence of these imbalances is the unfair distribution of higher education resources in China. This problem arises from people's ideological understanding is not correct, the system and mechanism is not perfect. A set of effective measures will help to solve the problem of unfair distribution of resources in higher education. However, it is necessary to realize the fair distribution of resources in higher education. There is still a long way to go for higher education, as a public product, to truly bring into play the social value for the benefit of the people. In order to ensure the sustainable development of higher education in China, we should take the problem of unfair distribution of educational resources in colleges and universities as the key link to promote the development of education. Establishing the consciousness that higher education is a public product; To overcome the disadvantages of industrialization of higher education; Carrying out the scientific development view and other measures to effectively solve the problem of unfair distribution of educational resources which restrict the development of higher education, because the realization of educational equity is conducive to the construction of a harmonious socialist society.
