【摘要】:高校技術(shù)轉(zhuǎn)讓是聯(lián)系學(xué)術(shù)研究與產(chǎn)業(yè)界生產(chǎn)實(shí)踐的中間環(huán)節(jié),是高校服務(wù)社會(huì)功能的重要體現(xiàn)。本文利用2000-2009年期間面板數(shù)據(jù),以高校技術(shù)轉(zhuǎn)讓為產(chǎn)出變量,測(cè)度我國(guó)高校技術(shù)轉(zhuǎn)讓人員與資金單因素效率,并從高校分布地域、規(guī)格、隸屬和類型四個(gè)角度對(duì)兩種單因素效率進(jìn)行探討。結(jié)果表明:我國(guó)高校技術(shù)轉(zhuǎn)讓效率均值僅為46.48%,且人員效率與資金效率均值也保持在一個(gè)較低的水平,僅為46.90%和37.61%,除北京、浙江外,其他人員投入、資金投入絕對(duì)數(shù)均較高的區(qū)域,其人員效率與資金效率都處在相對(duì)較低的位置;從學(xué)校類型來(lái)看,重點(diǎn)院校與普通高校單因素效率差異不顯著,相比其擁有的優(yōu)質(zhì)創(chuàng)新資源而言,還有較大的提升空間。本文的研究表明,國(guó)家繼續(xù)加大對(duì)高校投入的同時(shí),還應(yīng)切實(shí)提高投入要素,尤其是資金要素的資源利用率,扭轉(zhuǎn)高?蒲泄ぷ鞴┙o導(dǎo)向傾向。
[Abstract]:The transfer of university technology is the intermediate link between academic research and industrial production practice, and it is an important embodiment of the social function of colleges and universities. This paper uses panel data from 2000 to 2009. Taking the technology transfer of colleges and universities as the output variable, this paper measures the univariate efficiency of the personnel and funds of the technology transfer in colleges and universities in China. The results show that the average efficiency of technology transfer in colleges and universities in China is only 46.48%. And the average of personnel efficiency and capital efficiency is also maintained at a lower level, only 46.90% and 37.61, except Beijing, Zhejiang, other personnel input, capital investment is higher in absolute number of regions. Its personnel efficiency and capital efficiency are in a relatively low position; From the school type, the single factor efficiency difference between the key colleges and universities is not significant, compared with the quality of innovative resources, there is a greater room for improvement. While the state continues to increase investment in colleges and universities, it should also improve the resource utilization ratio of input elements, especially fund elements, and reverse the supply oriented tendency of scientific research work in colleges and universities.
