【摘要】：隨著我國高等教育的不斷改革與發(fā)展，高校逐漸變成了較為獨(dú)立的經(jīng)濟(jì)主體。于是，學(xué)校的經(jīng)費(fèi)來源不再是單一依靠政府撥款，而是通過多種渠道籌資，這為高校的發(fā)展提供了資金保障與物質(zhì)基礎(chǔ)，與此同時，對學(xué)校財務(wù)預(yù)算管理提出了更高更新的要求。傳統(tǒng)的預(yù)算管理理念在高校這種新的預(yù)算環(huán)境下，受到了較多挑戰(zhàn)，在實(shí)際財務(wù)預(yù)算工作中表現(xiàn)出了較多的問題和漏洞，例如預(yù)算編制基礎(chǔ)薄弱、預(yù)算執(zhí)行剛性不足、預(yù)算考核缺乏完整體系等等，，這些問題和漏洞，降低了高校資金的使用效益，制約了教育資源的配置，限制了高校財務(wù)管理水平的提升。因此，本文針對目前高校財務(wù)預(yù)算管理中存在的問題，對癥下藥，提出了一系列解決措施，以確保高校教育事業(yè)健康、穩(wěn)定、可持續(xù)的發(fā)展。 本文首先介紹了高校財務(wù)預(yù)算管理的理論基礎(chǔ)，然后分析目前我國高校財務(wù)預(yù)算管理方面存在的問題，主要從預(yù)算編制、預(yù)算執(zhí)行、預(yù)算考核等方面揭示，接著，文章針對這些問題，指出在當(dāng)前預(yù)算環(huán)境下，應(yīng)設(shè)計的解決方案，包括預(yù)算基礎(chǔ)工作的規(guī)范、預(yù)算管理運(yùn)行機(jī)制的建立、預(yù)算評價考核機(jī)制的構(gòu)建等，最后以某個高校財務(wù)預(yù)算管理為例進(jìn)行了實(shí)證研究。
[Abstract]:With the continuous reform and development of higher education in China, colleges and universities have gradually become more independent economic subjects. Therefore, the funding source of schools is no longer solely dependent on government funding, but through a variety of channels to raise funds. This provides a fund guarantee and material basis for the development of colleges and universities. At the same time, it puts forward higher requirements for the financial budget management of the school. The traditional budget management concept is in the new budget environment of colleges and universities. Faced with more challenges, there are many problems and loopholes in the actual financial budget work, such as the weak basis of budget preparation, the lack of rigidity of budget execution, the lack of a complete budget evaluation system, and so on. These problems and loopholes have reduced the efficiency of the use of funds in colleges and universities, restricted the allocation of educational resources and restricted the improvement of the level of financial management in colleges and universities. In view of the problems existing in the financial budget management of colleges and universities, this paper puts forward a series of measures to ensure the healthy, stable and sustainable development of the educational undertakings in colleges and universities. This paper first introduces the theoretical basis of financial budget management in colleges and universities, and then analyzes the problems existing in the financial budget management of colleges and universities in China, mainly from the aspects of budget preparation, budget execution, budget assessment and so on. Then, aiming at these problems, the paper points out the solution that should be designed under the current budget environment, including the standard of the basic work of budget, the establishment of the operating mechanism of budget management, the construction of the mechanism of budget evaluation and assessment, and so on. Finally, an empirical study on financial budget management in a certain university is carried out.
