【摘要】：隨著技術(shù)交叉性、融合性的不斷增強(qiáng)，協(xié)同創(chuàng)新已成為當(dāng)今世界科技活動(dòng)發(fā)展的新趨勢(shì)。而高校尤其是研究型的大學(xué)，不僅擁有較強(qiáng)的創(chuàng)新人才資源，還擁有許多基礎(chǔ)研究成果和高技術(shù)創(chuàng)新成果。所以，高校在創(chuàng)新主體中的地位越來(lái)越突出。胡錦濤總書(shū)記在清華大學(xué)100年校慶時(shí)從國(guó)家的戰(zhàn)略層面提出了高校協(xié)同創(chuàng)新。教育部和財(cái)政部隨即推出我國(guó)《高等學(xué)校創(chuàng)新能力提升計(jì)劃》（簡(jiǎn)稱(chēng)“2011計(jì)劃”），，此后，高校協(xié)同創(chuàng)新成為了研究的熱點(diǎn)。 本文在該計(jì)劃的現(xiàn)實(shí)背景下，運(yùn)用協(xié)同創(chuàng)新的相關(guān)理論和實(shí)證研究、案例研究等研究方法，分析了高校協(xié)同創(chuàng)新運(yùn)行過(guò)程中的動(dòng)力要素、協(xié)同過(guò)程和利益分配機(jī)制等相關(guān)問(wèn)題，為我國(guó)高校協(xié)同創(chuàng)新工作的開(kāi)展提供了一些參考。 本文的主要工作有：首先，介紹了研究的背景和研究問(wèn)題、研究思路和研究框架、研究方法以及可能的創(chuàng)新之處；第二，對(duì)高校協(xié)同創(chuàng)新的內(nèi)涵進(jìn)行分析并對(duì)相關(guān)的研究文獻(xiàn)進(jìn)行回顧；第三，對(duì)我國(guó)的高校協(xié)同創(chuàng)新的現(xiàn)狀進(jìn)行了回顧，然后對(duì)國(guó)外成功的高校協(xié)同創(chuàng)新的經(jīng)驗(yàn)進(jìn)行了分析，從對(duì)比中找出我國(guó)高校協(xié)同創(chuàng)新滯后的原因，最后構(gòu)建其提升高校協(xié)同創(chuàng)新能力的運(yùn)行機(jī)制；第四，以我國(guó)30個(gè)省、市、自治區(qū)的高校為研究對(duì)象，應(yīng)用SUR回歸對(duì)面板數(shù)據(jù)進(jìn)行實(shí)證檢驗(yàn)，探討高校協(xié)同創(chuàng)新動(dòng)力要素對(duì)高校創(chuàng)新能力的影響，高校協(xié)同創(chuàng)新動(dòng)力要素包括政府環(huán)境、金融環(huán)境、技術(shù)環(huán)境、創(chuàng)新主體關(guān)系強(qiáng)度；第五，通過(guò)對(duì)高校協(xié)同創(chuàng)新的協(xié)同過(guò)程的分析，將其協(xié)同過(guò)程劃分為研究型人才培養(yǎng)過(guò)程協(xié)同和研究合作過(guò)程協(xié)同二個(gè)方面，然后，在理論分析的基礎(chǔ)上，結(jié)合電子科技大學(xué)的太赫茲科學(xué)協(xié)同創(chuàng)新體案例分別對(duì)其進(jìn)行探討。最后，研究了影響利益分配的因素以及利益分配的原則，然后根據(jù)這些因素和原則對(duì)Shapley模型進(jìn)行修正，以使創(chuàng)新成果商業(yè)化后所產(chǎn)生的利益的分配更合理，最后以電子科技大學(xué)的太赫茲科學(xué)協(xié)同創(chuàng)新體的研究經(jīng)費(fèi)為算例進(jìn)行計(jì)算、分析和比較。
[Abstract]:With the technology of cross fusion, enhancement, collaborative innovation has become the new trend of world science and technology development activities in Colleges and universities. Especially the research of the University, not only has a strong innovative talent resources, also has many basic research and high technology innovation. So the position of universities in innovation plays an increasingly prominent general secretary Hu Jintao at the Tsinghua University. 100 anniversary from the national strategic level of the university collaborative innovation. The Ministry of education and the Ministry of Finance immediately launched China's higher school innovation ability promotion plan > > (referred to as the "2011 plan"), since then, collaborative innovation has become a hot research topic.
Based on the realistic background of the program, the use of relevant theoretical and empirical research on collaborative innovation, case studies and other research methods, analyzes the dynamic factors of collaborative innovation in the operation process, related process and distribution of interests mechanism of collaboration, provides some reference for the development of China's colleges and universities collaborative innovation work.
The main works of this paper are: firstly, this paper introduces the research background and research questions, research ideas and research framework, research methods and possible innovations; second, the university collaborative innovation connotation analysis and review of the related literature; third, innovation of the current situation of China's colleges and universities collaborative review then, has carried on the analysis to the overseas successful collaborative innovation experience, find out from the comparison of Chinese universities collaborative innovation lag reason, finally construct the operating mechanism to enhance university collaborative innovation ability; fourth, in 30 provinces, city, autonomous region of China, the University as the research object, using empirical SUR regression test of panel data, discusses the collaborative innovation dynamic factors influence on the innovation ability of universities, university collaborative innovation dynamic factors including government environment, financial environment, technology environment, innovation and The relationship between body and strength; fifth, through the analysis of collaborative process of collaborative innovation in Colleges and universities, the collaboration process is divided into research personnel training and research cooperation process of collaborative process cooperation in two aspects, and then, on the basis of theoretical analysis, combined with the University of Electronic Science and technology of Terahertz Science collaborative innovation body case were discussed. Finally, study the influence factors of distribution of interests and the principle of benefit distribution, and then according to these factors and principles of the Shapley model, so that the distribution generated by innovation commercialization after the interests of a more reasonable, and finally to the Terahertz Science University of electronic science and technology of collaborative innovation in research funding body for example calculation, analysis and compared.
