“兩個(gè)為主”政策:演進(jìn)、問題與對策

【摘要】:"兩個(gè)為主"政策之所以難以落到實(shí)處,主要原因在于它不但與現(xiàn)行的"就近入學(xué)"原則和"以縣為主"體制相抵觸,而且也沒能充分考慮流入地政府的巨大財(cái)政壓力及其與流出地政府的分工與合作問題。為有效緩解非戶籍常住人口子女的義務(wù)教育困境,應(yīng)盡快調(diào)整現(xiàn)有政策和法規(guī),并積極推動(dòng)流入地政府開展地方教育立法和政策創(chuàng)新工作。
[Abstract]:The main reason why the "two-oriented" policy is difficult to implement is that it not only conflicts with the existing principle of "proximity to school" and the "county-oriented" system. It also fails to fully consider the huge financial pressure of the local government and the division of labor and cooperation with the outflow government. In order to effectively alleviate the plight of compulsory education for children of non-resident population, we should adjust the existing policies and regulations as soon as possible, and actively promote the local governments to carry out local education legislation and policy innovation work.
