新城鎮(zhèn)化背景下我國農(nóng)村教師的核心問題與政策應(yīng)對

【摘要】:在新城鎮(zhèn)化的背景下,我國農(nóng)村教師問題逐漸凸顯放大:教師數(shù)量相對不足與絕對過剩問題并存;農(nóng)村偏遠(yuǎn)地區(qū)學(xué)校教師崗位對年輕教師的吸引力不足;農(nóng)村教師隊(duì)伍結(jié)構(gòu)不合理及素質(zhì)有待提升等。為了破解這些問題,應(yīng)該深化農(nóng)村地區(qū)教育綜合改革:采用"基本編+機(jī)動編"的方式來配置教師并科學(xué)核定教師編制;建立系統(tǒng)性的農(nóng)村偏遠(yuǎn)地區(qū)教師崗位利益補(bǔ)償制度;在區(qū)域內(nèi)把教師從"學(xué)校人"變成"系統(tǒng)人";構(gòu)建教師退出與交流的長效機(jī)制等。
[Abstract]:Under the background of new urbanization, the problems of rural teachers in our country gradually become more and more obvious: the problem of relative shortage of teachers and absolute surplus exists, the attraction of school teachers in rural and remote areas to young teachers is not enough; The structure of rural teachers is unreasonable and the quality needs to be improved. In order to solve these problems, we should deepen the comprehensive reform of education in rural areas, adopt the method of "basic compilation and dynamic compilation" to allocate teachers and scientifically approve the establishment of teachers, establish a systematic system of compensation for teachers' interests in rural and remote areas. In the region, teachers should be changed from "school people" to "systematic people", and the long-term mechanism of teachers' withdrawal and communication should be constructed.
