【摘要】：全球化時(shí)代的統(tǒng)籌城鄉(xiāng)教育綜合改革是當(dāng)今大多數(shù)國(guó)家在進(jìn)行宏觀教育政策設(shè)計(jì)時(shí)所必須面對(duì)和回應(yīng)的核心困惑,由此所催生的以城鄉(xiāng)二元融合為焦點(diǎn)的教育公平政策設(shè)計(jì)問(wèn)題事實(shí)上已成為了制約國(guó)際社會(huì)人力資本可持續(xù)發(fā)展的主要障礙。要突圍這些歷史性與制度性藩籬,就必須從"世界教育公平史"與"全球化教育公共治理"的政治哲學(xué)路徑出發(fā),厘清國(guó)際統(tǒng)籌城鄉(xiāng)教育綜合改革的整體歷史嬗遷脈絡(luò),探索處于不同經(jīng)濟(jì)發(fā)展水平和社會(huì)治理結(jié)構(gòu)中的不同國(guó)家統(tǒng)籌城鄉(xiāng)教育發(fā)展的不同治理模式與特征,進(jìn)而為總體處于治理低態(tài)階段的中國(guó)統(tǒng)籌城鄉(xiāng)教育綜合改革提供必要的國(guó)際決策參考。
[Abstract]:The comprehensive reform of urban and rural education in the era of globalization is the core puzzle that most countries must face and respond to when designing macro-education policies. Therefore, the policy design of educational equity, which focuses on the dual integration of urban and rural areas, has in fact become a major obstacle to the sustainable development of human capital in the international community. In order to break through these historical and institutional barriers, it is necessary to clarify the overall historical evolution of the comprehensive reform of international urban and rural education from the political philosophy path of "the History of World Educational Equity" and "the Public Governance of Global Education". Exploring the different governance models and characteristics of different countries in different levels of economic development and social governance structures to coordinate the development of urban and rural education, Then it provides the necessary international decision-making reference for the comprehensive reform of urban and rural education in China, which is in a low level of governance.
