和諧社會(huì)背景下教育公平問題研究

【摘要】:實(shí)現(xiàn)社會(huì)公平是構(gòu)建社會(huì)主義和諧社會(huì)的內(nèi)在要求,教育公平是社會(huì)公平的重要內(nèi)容之一,實(shí)現(xiàn)教育公平是實(shí)現(xiàn)社會(huì)公平的起點(diǎn)和最有力的支撐,是人類全面發(fā)展的根本要求,對(duì)于促進(jìn)社會(huì)的穩(wěn)定和發(fā)展以及保障社會(huì)全體成員自身根本利益具有極為重要的作用。和諧社會(huì)背景下的教育公平是一個(gè)綜合性課題,涉及各種學(xué)科,也關(guān)系到我們生活的方方面面。怎樣理解和諧社會(huì)背景下的教育公平,當(dāng)前我國(guó)教育中的公平現(xiàn)狀究竟怎樣,現(xiàn)階段應(yīng)采取何種對(duì)策和措施來(lái)保障我國(guó)教育公平的實(shí)現(xiàn)是本論文研究的主要內(nèi)容。 本課題框架分五個(gè)部分:第一部分主要闡述本文的選題背景、意義,寫作思路及方法,重點(diǎn)和創(chuàng)新點(diǎn),并對(duì)國(guó)內(nèi)外關(guān)于教育公平的研究現(xiàn)狀做了基本概括。 第二部分本文從和諧社會(huì)與教育公平的基本概念入手,梳理了和諧社會(huì)的內(nèi)涵,指出了教育公平在我國(guó)構(gòu)建和諧社會(huì)大背景下所起到的作用,并且著重分析了和諧社會(huì)與教育公平之間的互動(dòng)關(guān)系,實(shí)現(xiàn)教育公平作為建設(shè)和諧社會(huì)的重要保證,不僅有利于保持社會(huì)穩(wěn)定,維護(hù)社會(huì)公平,更有利于提高民族素質(zhì),促進(jìn)社會(huì)和諧發(fā)展,是推進(jìn)我國(guó)社會(huì)主義和諧社會(huì)建設(shè)的必經(jīng)之路。 第三部分主要通過列舉有關(guān)數(shù)據(jù)對(duì)我國(guó)的教育現(xiàn)狀進(jìn)行分析,總結(jié)我國(guó)現(xiàn)階段教育公平所取得的成果,并分析了在我國(guó)教育領(lǐng)域中,教育的過程和結(jié)果的不公平,及其具體的表現(xiàn)。 第四部分淺析了現(xiàn)階段造成我國(guó)教育不公平現(xiàn)狀的主要原因。包括我國(guó)長(zhǎng)期形成的城鄉(xiāng)的二元社會(huì)結(jié)構(gòu),教育優(yōu)惠政策偏向城市,輕視農(nóng)村形成的“城市優(yōu)先取向”政策,區(qū)域經(jīng)濟(jì)發(fā)展的不均衡,教育資源配置不均,資金投入的不合理,高等教育收費(fèi)制度過高等,都是現(xiàn)在我國(guó)教育事業(yè)發(fā)展不公平的原因。 第五部分探討了在構(gòu)建社會(huì)主義和諧社會(huì)的背景條件下促進(jìn)我國(guó)教育公平途徑。包括如下幾個(gè)方面:放眼長(zhǎng)遠(yuǎn)的發(fā)展確立公平教育的價(jià)值理念;統(tǒng)籌城鄉(xiāng)教育發(fā)展,改革不合理的戶籍制度;完善教育經(jīng)費(fèi)支出管理制度,增加教育支出的總量,政府有關(guān)部門必須規(guī)范教育政策的收費(fèi),同時(shí)加大國(guó)家財(cái)政在教育領(lǐng)域的投入;實(shí)現(xiàn)辦學(xué)主體多元化,拓寬民辦學(xué)校發(fā)展的渠道;建立健全教育救助機(jī)制,讓大家共同參與形成良好的社會(huì)環(huán)境。只有經(jīng)過堅(jiān)持不懈的努力,才能從根本上改善并解決我國(guó)教育不公平的問題,逐步實(shí)現(xiàn)建設(shè)社會(huì)主義和諧社會(huì)的目標(biāo)。
[Abstract]:The realization of social equity is the inherent requirement of building a harmonious socialist society, and the educational fairness is one of the important contents of social equity. The realization of educational fairness is the starting point and the most powerful support for the realization of social equity, and it is the fundamental requirement for the all-round development of human beings. It plays an extremely important role in promoting social stability and development and safeguarding the fundamental interests of all members of the society. Under the background of harmonious society, educational fairness is a comprehensive subject, involving various disciplines and related to all aspects of our life. How to understand the educational fairness in the context of a harmonious society, what is the current situation of education equity in our country, and what countermeasures and measures should be taken to guarantee the realization of educational fairness in our country are the main contents of this paper. The framework of this paper is divided into five parts: the first part mainly describes the background, significance, writing ideas and methods, emphasis and innovation, and makes a basic summary of the current situation of the research on education equity at home and abroad. The second part starts with the basic concepts of harmonious society and educational fairness, combs the connotation of harmonious society, and points out the role of educational fairness in the construction of harmonious society in our country. It also analyzes the interactive relationship between harmonious society and educational fairness. The realization of educational fairness as an important guarantee of building a harmonious society is not only conducive to maintaining social stability, maintaining social equity, but also conducive to improving the quality of the nation. To promote the harmonious development of society is the only way to promote the construction of socialist harmonious society in China. The third part mainly through enumerates the related data to carry on the analysis to our country education present situation, summarizes our country present stage education fair achievement, and has analyzed in our country education domain, the education process and the result unfairness, And its specific performance. The fourth part analyzes the main causes of the current situation of education inequality in China. It includes the dualistic social structure of urban and rural areas formed for a long time in China, the preferential education policy in favor of cities, the "urban priority orientation" policy formed in rural areas, the imbalance of regional economic development, the uneven allocation of educational resources, and the unreasonable investment of funds. The high charge system of higher education is the reason of the unfair development of education in our country. The fifth part discusses the ways to promote the education equity in China under the background of building a harmonious socialist society. It includes the following aspects: to establish the value concept of fair education, to coordinate the development of urban and rural education, to reform the unreasonable household registration system; To perfect the educational expenditure management system and increase the total amount of education expenditure, the government departments concerned must standardize the education policy fees and increase the national financial input in the field of education; To realize the diversification of the main body of running a school, to widen the channels for the development of a private school, to establish and improve the mechanism of educational assistance, and to make everyone participate in the formation of a good social environment. Only through unremitting efforts can we fundamentally improve and solve the problem of unfair education in our country and gradually realize the goal of building a harmonious socialist society.
