【摘要】：教育政策利益的派發(fā)會產(chǎn)生正反兩種效果——"政策受益"與"政策受損",它們可以發(fā)生在政策利益派發(fā)過程中的任何一個階段或環(huán)節(jié)之中。研究教育政策過程中的"政策利益受損"問題對于完善我國教育政策制定,解決因此引發(fā)的各種問題具有重要意義。承認教育政策利益及教育政策利益相關(guān)者的存在是解決"政策利益受損"問題的前提,由此,通過政策利益相關(guān)者身份界識原則的明確、利益表達能力的提升、利益補償機制與責任機制的補救與監(jiān)督,逐步實現(xiàn)"教育政策利益受損"偏失的糾正與修復。
[Abstract]:The distribution of the benefits of education policy can produce two kinds of positive and negative effects: "policy benefit" and "policy damage", which can occur in any stage or link in the process of distribution of policy benefits. It is of great significance to study the problem of "loss of policy interests" in the process of educational policy in order to perfect the formulation of educational policy in China and solve the various problems caused by it. Recognizing that the existence of educational policy interests and educational policy stakeholders is the premise to solve the problem of "policy interest damage", therefore, through the clear identification principle of policy stakeholders and the enhancement of interest expression ability, The remedy and supervision of benefit compensation mechanism and responsibility mechanism gradually realize the correction and repair of the partial loss of "education policy benefit damage".
