【摘要】：經(jīng)過多年的實(shí)踐和完善,"以流入地為主,以全日制公辦中小學(xué)為主"的流動(dòng)兒童義務(wù)教育政策的執(zhí)行取得了一定成效,但目前該政策的推進(jìn)出現(xiàn)了資源性短缺和執(zhí)行主體積極性不高等問題,使不斷增加的流動(dòng)兒童對(duì)城市教育的需求與城市供給之間產(chǎn)生比較尖銳的矛盾,流動(dòng)兒童義務(wù)教育政策的執(zhí)行陷入困境。流動(dòng)兒童義務(wù)教育政策涉及多個(gè)執(zhí)行主體,涉及多層次、多個(gè)利益群體和目標(biāo)群體,這些政策相關(guān)者構(gòu)成政策網(wǎng)絡(luò),對(duì)政策執(zhí)行和政策結(jié)果產(chǎn)生復(fù)雜影響。運(yùn)用政策網(wǎng)絡(luò)理論,通過政策網(wǎng)絡(luò)視角和途徑,分析政策執(zhí)行網(wǎng)絡(luò)主體間的及相互的依賴和沖突,客觀展示流動(dòng)兒童義務(wù)教育政策執(zhí)行的復(fù)雜性。
[Abstract]:After many years of practice and improvement, the implementation of the policy of compulsory education for floating children, which is based on floating places and full-time public primary and secondary schools, has achieved certain results. However, the promotion of the policy has brought about some problems, such as the shortage of resources and the low enthusiasm of the executive body, which has caused a sharp contradiction between the increasing demand for urban education and the urban supply of migrant children. The implementation of compulsory education policy for floating children is in difficulty. The compulsory education policy for mobile children involves many executive subjects, multi-level, multi-interest groups and target groups. These policy stakeholders form a policy network and have a complex impact on policy implementation and policy results. Based on the theory of policy network, this paper analyzes the dependence and conflict between and among the subjects of policy implementation network through the perspective and approach of policy network, and objectively demonstrates the complexity of implementing the policy of compulsory education for floating children.
