【摘要】：半個(gè)世紀(jì)前,芝加哥貨幣經(jīng)濟(jì)學(xué)派代表人物米爾頓·弗里德曼第一次提出了教育券理論,其中心觀(guān)點(diǎn)是政府不再把教育經(jīng)費(fèi)直接撥付給學(xué)校,而是根據(jù)一定的核算方式把教育經(jīng)費(fèi)發(fā)放到學(xué)生家長(zhǎng)手中,讓學(xué)生和家長(zhǎng)自由選擇就讀學(xué)校,力求實(shí)現(xiàn)促進(jìn)公立學(xué)校改革、擴(kuò)大家長(zhǎng)選擇權(quán)力及保證教育公平等目的。我國(guó)是一個(gè)教育大國(guó),無(wú)論從我國(guó)的綜合實(shí)力還是經(jīng)濟(jì)實(shí)力來(lái)看,目前還存在教育經(jīng)費(fèi)不足等諸多問(wèn)題,解決這些問(wèn)題的策略之一是實(shí)施教育券制度。實(shí)行教育券制度,客觀(guān)上實(shí)現(xiàn)了增加教育資源總量的目的,提高教育效率,促進(jìn)教育機(jī)會(huì)均等,促進(jìn)校際競(jìng)爭(zhēng),提高教育質(zhì)量。米爾頓·弗里德曼、詹克斯等學(xué)者把教育券分為“市場(chǎng)模型”、“收入一市場(chǎng)聯(lián)系模型”、“補(bǔ)償性市場(chǎng)模型”、“非排富性”模式和“排富性”模式。我國(guó)義務(wù)教育領(lǐng)域?qū)嵤┝x務(wù)教育券有著十分重要的意義,有利于促進(jìn)我國(guó)義務(wù)教育公平、有利于促進(jìn)教育質(zhì)量和效率的提高、有利于解決我國(guó)流動(dòng)人口受義務(wù)教育問(wèn)題、有利于改善我國(guó)義務(wù)教育財(cái)政資金分配方式和有利于形成多元化辦學(xué)機(jī)制。從美國(guó)、哥倫比亞及國(guó)內(nèi)的長(zhǎng)興教育券、湖北監(jiān)利教育卡制度得出啟示,義務(wù)教育領(lǐng)域?qū)嵤┙逃贫?首先,要處理好教育與市場(chǎng)的關(guān)系；其次,制定“教育券”政策要有利于區(qū)域的整體發(fā)展；再次,“教育券”制度要在動(dòng)態(tài)中完善。我國(guó)義務(wù)教育領(lǐng)域?qū)嵤敖逃贫取币皇亲龊脤?shí)施義務(wù)教育券的制度設(shè)計(jì),包括義務(wù)教育券實(shí)施的范圍、教育券的獲得、教育券的兌現(xiàn)；二是處理好教育券政策推行的“過(guò)渡性”問(wèn)題；三是發(fā)揮政府的“掌舵”和“裁判”作用；四是轉(zhuǎn)變社會(huì)公眾對(duì)教育券認(rèn)識(shí)的觀(guān)念；五是制定義務(wù)教育券制度實(shí)施的相關(guān)配套政策,包括建立義務(wù)教育券入學(xué)準(zhǔn)入制度、建立政府義務(wù)教育資金的收-支付系統(tǒng)、建立和完善義務(wù)教育券的監(jiān)督和評(píng)估制度等。教育券制度作為教育改革的方式之一,可在幼兒教育,職業(yè)教育、高等教育等領(lǐng)域進(jìn)一步推廣。
[Abstract]:In the first half of a century , the representative of the Chicago Monetary and Economic School , Milton Freedman , first put forward the theory of education voucher . The central point of view is that the government no longer allocates the education funds directly to the school , but it is one of the most important education countries .
Secondly , the development of " education voucher " policy is beneficial to the overall development of the region ;
Once again , the " education voucher " system should be improved in the dynamic . The implementation of the " educational voucher system " in the field of compulsory education in our country is a system design for the implementation of compulsory education vouchers , including the scope of compulsory education voucher implementation , the acquisition of education vouchers and the redemption of education vouchers ;
The second is to deal with the " transitional " problem of the education voucher policy ;
The third is to play the role of government ' s " helm " and " referee " ;
Fourthly , the idea of changing the public ' s understanding of the education voucher is changed ;
The fifth is the relevant supporting policies for the implementation of the compulsory education voucher system , including the establishment of the compulsory education voucher entrance system , the establishment of the collection and payment system of compulsory education funds , the establishment and improvement of the supervision and evaluation system of compulsory education vouchers , etc . The education voucher system is one of the ways of educational reform , which can be further promoted in the fields of early childhood education , vocational education and higher education .
