【摘要】：教育政策執(zhí)行滯后是教育政策執(zhí)行過程中由于各種因素綜合作用產(chǎn)生的非正常狀態(tài),對于教育政策目標(biāo)實(shí)現(xiàn)、教育政策問題有效解決具有嚴(yán)重負(fù)面影響,降低了教育政策的績效,師范生免費(fèi)教育政策的執(zhí)行過程具有典型性。制度變遷理論對于理解和認(rèn)識教育政策執(zhí)行滯后具有借鑒意義,以此為基礎(chǔ)對于師范生免費(fèi)教育政策執(zhí)行過程中的滯后問題進(jìn)行分析并提出相應(yīng)對策有助于促使該項(xiàng)政策的順利執(zhí)行,提升政策的執(zhí)行績效。
[Abstract]:The lagged implementation of educational policy is an abnormal state in the process of educational policy implementation, which has a serious negative impact on the realization of educational policy objectives and the effective solution of educational policy problems. Reducing the performance of education policy, the implementation process of free education policy for normal students is typical. The theory of institutional change has reference significance for understanding and understanding the lagging implementation of education policy. On this basis, this paper analyzes the lagging problems in the process of implementing the policy of free education for normal college students and puts forward corresponding countermeasures, which will help to promote the smooth implementation of the policy and improve the performance of the policy implementation.
