【摘要】:自2006年以來(lái),我國(guó)對(duì)《中華人民共和國(guó)義務(wù)教育法》進(jìn)行了修訂,使我國(guó)教育政策由原來(lái)的“重點(diǎn)校制”向義務(wù)教育“均衡化制”方向發(fā)展。近幾年,我國(guó)地方政府對(duì)農(nóng)村教師資源配置進(jìn)行了有益的探索,但農(nóng)村基礎(chǔ)教育由于長(zhǎng)期積累存在問(wèn)題較為嚴(yán)重,使得教師教育資源配置工作顯得格外艱巨。農(nóng)村學(xué)校教師資源匱乏是地方政府教育資源配置不合理突出問(wèn)題,具體表現(xiàn)為:正式編制的教師少、存在代課教師以及假代課老師盛行等,這些導(dǎo)致我國(guó)農(nóng)村基礎(chǔ)教育水平低下。本文通過(guò)對(duì)地方政府農(nóng)村學(xué)校教師資源配置的現(xiàn)狀進(jìn)行調(diào)查分析,結(jié)合當(dāng)前我國(guó)頒布的一系列的政策措施,并借鑒了國(guó)外政府在教師資源配置方面所作出的成功做法,力求找到解決我國(guó)農(nóng)村教師資源優(yōu)化配置的有效途徑。這不僅對(duì)于我的家鄉(xiāng)農(nóng)村基礎(chǔ)教育水平的提高,而且希望通過(guò)此項(xiàng)研究,,可以對(duì)促進(jìn)全國(guó)基礎(chǔ)教育水平的提高作出積極有益的探索。 本文研究的重點(diǎn)是如何實(shí)現(xiàn)地方政府對(duì)農(nóng)村教師資源優(yōu)化配置問(wèn)題。文章的正文分為四部分,第一部分闡述了教師資源的基本概念和理論分析。從中找出問(wèn)題來(lái)源,并提出自己的觀點(diǎn),對(duì)近年來(lái)我國(guó)地方政府出臺(tái)的農(nóng)村教師資源的激勵(lì)性政策進(jìn)行研究,構(gòu)建合理的政府管理制度。第二部分是研究農(nóng)村教師資源的配置問(wèn)題以及現(xiàn)狀。主要從教師資源配置不均衡,教師資源流失嚴(yán)重,教師結(jié)構(gòu)比例失衡,農(nóng)村教師地位有待提高等方面進(jìn)行分析農(nóng)村教師資源配置的問(wèn)題。第三部分主要闡述農(nóng)村教師資源存在問(wèn)題的成因分析,從地方政府投資行為對(duì)農(nóng)村教師教育的影響,城鄉(xiāng)教育經(jīng)費(fèi)不均衡對(duì)農(nóng)村教育資源的影響等方面進(jìn)行調(diào)研。第四部分構(gòu)建我國(guó)農(nóng)村教師資源配置的政策的措施。本文在寫作的過(guò)程中,具體運(yùn)用了文獻(xiàn)梳理法、比較分析法等。本文通過(guò)對(duì)近幾年國(guó)內(nèi)外關(guān)于教師資源優(yōu)化配置情況的文獻(xiàn)進(jìn)行了搜集、整合,并結(jié)合我國(guó)的特殊國(guó)情和教師資源配置現(xiàn)狀,提出改善我國(guó)教師資源的一些方法;通過(guò)與國(guó)外教師資源配置比較、與在該領(lǐng)域發(fā)展較為成功的國(guó)家比較,找出我國(guó)在這方面的不足,借鑒國(guó)外的先進(jìn)經(jīng)驗(yàn)。
[Abstract]:Since 2006, China has revised the compulsory Education Law of the people's Republic of China, which has made the education policy of our country develop from the original "key school system" to the "equalization system" of compulsory education. The local government of our country has carried on the beneficial exploration to the rural teacher resources disposition, but the rural elementary education has the serious problem because of the long-term accumulation. The lack of teachers' resources in rural schools is an unreasonable and prominent problem in the allocation of educational resources of local governments. There are substitute teachers and false substitute teachers, which lead to the low level of basic education in rural areas. Combined with a series of policies and measures promulgated in our country, and draw lessons from the successful practices of foreign governments in the allocation of teachers' resources. Try to find an effective way to solve the problem of optimizing the allocation of rural teachers' resources, which is not only to improve the level of basic education in my hometown, but also through this study. It can promote the improvement of national basic education level to make a positive and beneficial exploration. The focus of this paper is how to achieve the optimal allocation of rural teacher resources by local governments. The text of this paper is divided into four parts. The first part describes the basic concepts and theoretical analysis of teacher resources, from which to find out the source of the problem, and put forward their own views, the local government in recent years of rural teacher resources incentive policy was studied. The second part is to study the allocation of rural teachers' resources and the present situation, mainly from the imbalance of the allocation of teachers' resources, the serious loss of teachers' resources, and the imbalance of teachers' structure. The status of rural teachers need to be improved to analyze the allocation of rural teachers' resources. The third part mainly expounds the causes of the problems of rural teachers' resources. The influence of local government investment behavior on rural teacher education. Research on the impact of the imbalance of urban and rural education funds on rural educational resources. 4th part of the policy measures to construct the allocation of rural teachers resources. This paper in the process of writing. Through the literature combing method, comparative analysis method and so on, this paper collects and integrates the literature on teachers' resource optimization and allocation at home and abroad in recent years. Combined with the special situation of our country and the present situation of teacher resources allocation, some methods to improve our teachers' resources are put forward. By comparing with the foreign teachers' resource allocation and comparing with the successful countries in this field, this paper finds out the deficiency of our country in this respect, and draws lessons from the advanced experience of foreign countries.
