【摘要】：以教育部核準(zhǔn)的84所高校章程之規(guī)定為研究?jī)?nèi)容,我國(guó)高校學(xué)院學(xué)術(shù)組織(教授委員會(huì))在治理結(jié)構(gòu)中的關(guān)系類(lèi)型大致可分為四種:受控型(教授委員會(huì)對(duì)黨政聯(lián)席會(huì)負(fù)責(zé))、雙重受控型(教授委員會(huì)對(duì)黨政聯(lián)席會(huì)和校學(xué)術(shù)委員會(huì)負(fù)責(zé))、操控型(教授委員會(huì)與黨政聯(lián)席會(huì)分工負(fù)責(zé))和半操控半受控型(教授委員會(huì)與黨政聯(lián)席會(huì)分工負(fù)責(zé)、對(duì)校學(xué)術(shù)委員會(huì)負(fù)責(zé))。學(xué)院學(xué)術(shù)組織在"教授治學(xué)"作用發(fā)揮方面仍有較大空間。建議進(jìn)一步明確學(xué)院學(xué)術(shù)組織在學(xué)術(shù)事項(xiàng)方面的決策地位,試行黨政學(xué)聯(lián)席會(huì)議制度;學(xué)院學(xué)術(shù)組織"以塊為主"運(yùn)行,與學(xué)校學(xué)術(shù)委員會(huì)分權(quán)而治,進(jìn)一步彰顯"教授治學(xué)"。
[Abstract]:Taking the provisions of the statutes of 84 colleges and universities approved by the Ministry of Education as the research content, the relationship types of academic organizations (professors' committees) in the governance structure of colleges and universities in China can be roughly divided into four types: the controlled type (the professor committee is responsible for the joint meeting of the Party and the government). The double-controlled type (the teaching committee is responsible for the joint meeting of the party and government and the academic committee of the school), the operational type (the division of labor between the teaching committee and the joint committee of the party and government) and the semi-controlled and semi-controlled type (the teaching committee and the joint committee of the party and government are responsible for the division of labour) Be responsible to the academic committee of the school) There is still room for academic organizations to play their role in teaching and learning. It is suggested that the decision-making status of academic organizations in academic affairs should be further clarified, and the system of joint meeting of party and government should be tried out. The academic organization of the college runs mainly on "block-based" and governs by decentralization with the academic committee of the school, which further highlights the "teaching and learning".
