【摘要】：闡述建立大型儀器設備效益考核評價體系的必要性。提出了效益評價的四條原則,即科學性、針對性、真實性和可比性原則。建立了分類評價的效益考核評價指標體系并進行了有效實踐。將效益考核評價結果加以有效利用,公開考核結果、提高購置論證水平、盤活存量資源、作為維修經(jīng)費撥付比例的參考依據(jù)、進行激勵表彰、加強對實驗技術及管理人員的培訓、加強制度建設并建立長效機制、進一步完善評價指標體系等。通過以上舉措,改進管理措施,提高管理水平,從而增強大型儀器設備的教學、科研和對外服務能力,進一步提高了資產(chǎn)的使用效益、學校的辦學水平和核心競爭力。
[Abstract]:This paper expounds the necessity of establishing the evaluation system for the benefit of large-scale instruments and equipment. Four principles of benefit evaluation are put forward, which are scientific, pertinence, authenticity and comparability. The benefit evaluation index system of classification evaluation is established and the effective practice is carried out. We will make effective use of the results of the benefit assessment and evaluation, publicize the results of the assessment, improve the level of acquisition and demonstration, and activate the stock resources as the reference basis for the proportion of maintenance funds allocated, and carry out encouragement and recognition. Strengthen the training of experimental technology and managers, strengthen the system construction and establish a long-term mechanism, further improve the evaluation index system and so on. Through the above measures, improve the management level, thereby enhancing the teaching, scientific research and external service ability of large-scale instruments and equipment, and further improve the efficiency of using assets, the level of running schools and the core competitiveness of the school.
