【摘要】：由于缺乏政策科學(xué)研究傳統(tǒng)、智庫(kù)建設(shè)經(jīng)驗(yàn)不足,加之政策決策體制的約束,實(shí)踐中,我國(guó)高校智庫(kù)在機(jī)構(gòu)設(shè)置、議題研究、組織運(yùn)行、服務(wù)理念、行動(dòng)方式等方面存在諸多問(wèn)題。為提升我國(guó)高校智庫(kù)促進(jìn)政策創(chuàng)新的能力,在機(jī)構(gòu)設(shè)置上要從"行政計(jì)劃"走向"政策市場(chǎng)",在議題研究上要從"講政治"走向"講科學(xué)",在組織運(yùn)行上要從"依附性"走向"獨(dú)立性",在服務(wù)理念上要從"為領(lǐng)導(dǎo)提供參考"走向"為了公共利益",在行動(dòng)方式上要從"孤立主義"走向"協(xié)同創(chuàng)新"。
[Abstract]:Due to the lack of tradition of scientific research on policy, lack of experience in the construction of think tanks, and constraints of policy-making system, in practice, think tanks in colleges and universities in our country have set up institutions, studied issues, organized and operated, and served the concept of services. There are many problems in the way of action. In order to enhance the ability of think tanks of colleges and universities in China to promote policy innovation, it is necessary to move from "administrative plan" to "policy market" in institutional setup and from "stressing politics" to "stressing science" in the study of issues. It is necessary to move from "dependence" to "independence" in organization operation, from "providing reference for leadership" to "public interest" in service concept, and from "isolationism" to "collaborative innovation" in the way of action.
