【摘要】：師范生免費(fèi)教育政策已經(jīng)實(shí)施10年,以政策相關(guān)利益主體調(diào)查的事實(shí)數(shù)據(jù)為基礎(chǔ),對(duì)師范生免費(fèi)教育政策從社會(huì)價(jià)值、個(gè)體價(jià)值兩方面以及教育公平、個(gè)體發(fā)展兩個(gè)維度進(jìn)行價(jià)值分析表明:從社會(huì)價(jià)值看,政策促進(jìn)了義務(wù)教育階段師資配置的均衡發(fā)展,提高了師范院校對(duì)師范教育的重視程度。從個(gè)體價(jià)值看,政策為貧困學(xué)生尤其是西部貧困學(xué)生提供了免費(fèi)接受高等教育機(jī)會(huì),為西部義務(wù)教育階段學(xué)生獲得優(yōu)質(zhì)教育、實(shí)現(xiàn)個(gè)體全面發(fā)展奠定了基礎(chǔ)。但由于政策的社會(huì)價(jià)值高于個(gè)人價(jià)值傾向,對(duì)師范生個(gè)體的發(fā)展存在剛性約束。
[Abstract]:The policy of free education for normal college students has been implemented for 10 years. Based on the facts and data of the relevant stakeholders, the policy of free education for normal school students is based on social value, individual value and educational fairness. The value analysis of the two dimensions of individual development shows that the policy promotes the balanced development of teacher allocation in the compulsory education stage and enhances the degree of attention paid by the normal colleges to the normal education from the point of view of social value. From the point of view of individual value, the policy provides the poor students, especially the poor students in the west, with the opportunity to receive higher education free of charge, and lays the foundation for the students in the compulsory education stage in the west to obtain the high quality education and to realize the all-round development of the individual. But because the social value of the policy is higher than the tendency of individual value, there are rigid constraints on the individual development of normal school students.
