【摘要】：高校檔案記載著學校發(fā)展的真實面貌和歷史過程,客觀反映學校教學、科研與管理工作中的各個環(huán)節(jié),是查考追溯學校發(fā)展的重要依據(jù)和憑證,具有保存高校記憶傳承文化精神的重要作用。因此,高校檔案工作作為高�；A性工作,其工作水平的高低與工作質(zhì)量的優(yōu)劣已經(jīng)是衡量高校教育質(zhì)量與管理水平的重要標志,因此,高校檔案工作在高校長久發(fā)展中的地位十分重要且不可替代。安徽省內(nèi)擁有普通高等院校109所,其中本科院校35所,重點本科院校13所。重點本科院校,即民間俗稱的"一本院校",作為省內(nèi)辦學水平排在前列的高等學校,能夠得到省和地方政府的重視與各項教育資源的支持,如同璀璨明珠受到社會各界的矚目。這些高校的檔案工作也占據(jù)著充分的優(yōu)勢條件,受到安徽省主管部門的重點監(jiān)督,因而必須嚴格貫徹落實《高等學校檔案管理辦法》與《安徽省高等學校檔案管理實施辦法》,堅定不移地走規(guī)范化與標準化的道路,與學校其他各項工作共同發(fā)展。為了能夠準確把握一本院校檔案工作規(guī)范管理的特點,綜合評價一本院校檔案工作規(guī)范管理的水平,應當建設一個具有針對性的評價指標體系,達到科學評價、理性認識、合理規(guī)劃的目的。本文圍繞這一主題,調(diào)研了安徽省一本院校檔案工作規(guī)范管理現(xiàn)狀,在獲得充分現(xiàn)實材料的基礎上,合理選取評價指標并設置權重,構建了安徽省一本院校檔案工作規(guī)范管理評價指標體系。全文共分為五個部分:第一部分為緒論,主要闡述內(nèi)容為本選題的研究背景、研究目的、國內(nèi)外研究現(xiàn)狀、研究內(nèi)容、研究思路與方法以及研究特色與創(chuàng)新點。第二部分論述的是安徽省一本院校檔案工作規(guī)范管理現(xiàn)狀。首先闡述了調(diào)研的過程,梳理了調(diào)研結果,接著以此作為事實依據(jù),詳細分析了安徽省一本院校檔案工作規(guī)范管理取得的成績與存在的不足。第三部分是問題分析部分,根據(jù)上一部分所闡述的安徽省一本院校檔案工作規(guī)范管理中存在的不足,理性分析了產(chǎn)生問題的原因。第四部分是評價指標體系的構建。首先,從三個方面理性分析了構建安徽省一本院校檔案工作規(guī)范管理評價指標體系的必要性,闡明了構建評價指標體系所必須遵循的五項原則。接下來,依據(jù)調(diào)研結果合理選取一級指標與二級指標,設置權重并賦予分值,細化評分標準,最終形成了一個完整的評價指標體系。第五部分是論述安徽省一本院校檔案工作規(guī)范管理評價指標體系的實施建議。主要從安徽省主管部門、安徽省一本院校以及一本院校檔案機構的角度,提出了關于如何保障評價指標體系的實施以及如何進一步改善高校檔案工作現(xiàn)狀的合理化建議。
[Abstract]:The university archives record the true appearance and historical process of the school development and objectively reflect the various links in the school teaching, scientific research and management, which are the important basis and voucher for the investigation and tracing of the development of the school. It has the important function of preserving the spirit of university memory and inheriting culture. Therefore, as the basic work of colleges and universities, the level of work and the quality of work has been an important indicator to measure the quality of education and management in colleges and universities. Archives work in colleges and universities in the long-term development of the position is very important and irreplaceable. Anhui Province has 109 colleges and universities, including 35 undergraduate colleges, 13 key undergraduate colleges. As the top universities in the province, the key undergraduate colleges and universities, commonly known as "one college", can be valued by the provincial and local governments and supported by various educational resources. Like the bright pearl by the attention of all walks of life. The archival work of these colleges and universities also occupies sufficient advantages and is subject to the key supervision of the competent departments of Anhui Province. Therefore, they must strictly implement the regulations on Archives Management in Colleges and Universities and the measures for the implementation of Archives Management in Colleges and Universities of Anhui Province. Unswervingly follow the road of standardization and standardization, and common development with other work of the school. In order to accurately grasp the characteristics of the standardized management of archival work in a college and comprehensively evaluate the standard management level of the archival work in a college, a targeted evaluation index system should be built to achieve scientific evaluation and rational understanding. The purpose of reasonable planning This paper investigates the current situation of the standardized management of archives work in a university in Anhui Province, and on the basis of obtaining sufficient realistic materials, reasonably selects the evaluation index and sets up the weight. This paper constructs an evaluation index system for the standardized management of archives work in a university in Anhui Province. The paper is divided into five parts: the first part is the introduction, which mainly describes the research background, research purpose, domestic and foreign research status, research content, research ideas and methods, research characteristics and innovation points. The second part discusses the current situation of archives management in a university in Anhui Province. Firstly, this paper expounds the process of investigation, combs the results of investigation, and then takes this as the factual basis to analyze in detail the achievements and shortcomings of the standardized management of archives work in a university in Anhui Province. The third part is the problem analysis part, according to the deficiencies in the standard management of archives work in a university in Anhui province, the reason of the problem is analyzed rationally. The fourth part is the construction of evaluation index system. First of all, this paper analyzes the necessity of constructing the evaluation index system of archives management in a university in Anhui Province from three aspects, and expounds the five principles that must be followed in constructing the evaluation index system. Then, according to the results of the investigation, we select the primary index and the second class index reasonably, set up the weight and assign the score, refine the scoring standard, and finally form a complete evaluation index system. The fifth part is to discuss the implementation of the evaluation index system of a university archives management in Anhui province. From the point of view of the competent department of Anhui Province, a university in Anhui Province and an archival organization of a university, this paper puts forward some reasonable suggestions on how to ensure the implementation of the evaluation index system and how to further improve the status quo of archives work in colleges and universities.
