職業(yè)教育視野下新建本科院校轉(zhuǎn)型發(fā)展研究

【摘要】:世紀之交新升格的本科院校,基本上是區(qū)域性的高等學校,在我國高等教育體系和社會經(jīng)濟發(fā)展進程中逐漸占據(jù)重要地位。現(xiàn)階段國家提出要鼓勵和引導(dǎo)部分地方本科高校向應(yīng)用技術(shù)大學轉(zhuǎn)型,重點實施本科職業(yè)教育這一理念,僅僅是表達了轉(zhuǎn)型政策導(dǎo)向,尚未明確應(yīng)用技術(shù)大學的概念和本質(zhì),制定應(yīng)用技術(shù)大學設(shè)置標準,致使許多高校,尤其是作為轉(zhuǎn)型重點實施對象的新建本科高校對轉(zhuǎn)型存在疑惑,甚至持消極態(tài)度。本研究將從國家政策導(dǎo)向、新建本科院校自身發(fā)展訴求、經(jīng)濟社會對職業(yè)教育發(fā)展的推動幾個角度,力求解答社會各界對新建本科院校為什么要轉(zhuǎn)型以及如何更好地轉(zhuǎn)型此類問題的疑惑。以此為出發(fā)點,本文主要通過文獻資料搜集的方式首先指出新建本科院校轉(zhuǎn)型的本質(zhì)原因是經(jīng)濟社會發(fā)展對高等教育人才需求的多樣化,轉(zhuǎn)型發(fā)展職業(yè)教育也是新建本科院校區(qū)別于其他本科教育類型的目地所在,進而探討新建本科院校轉(zhuǎn)型發(fā)展的必要性,掃除人們對轉(zhuǎn)型的誤解;其次鑒于應(yīng)用型本科在國內(nèi)外發(fā)達國家和地區(qū)已有較豐富的發(fā)展經(jīng)驗,研究根據(jù)國際應(yīng)用型大學發(fā)展的經(jīng)驗做總結(jié),分析其辦學的成功之處;最后探索應(yīng)用技術(shù)院校發(fā)展的現(xiàn)實途徑。研究始終結(jié)合我國新建本科院校的基本情況、政策環(huán)境以及經(jīng)濟發(fā)展狀況的實際。研究最后對我國新建本科院校的轉(zhuǎn)型發(fā)展情況進行總結(jié),提出未來新建本科院校的發(fā)展趨勢是將不斷朝建設(shè)地方應(yīng)用型高校邁進,并不斷豐富其發(fā)展內(nèi)涵。當前,結(jié)合國內(nèi)外高等教育發(fā)展經(jīng)驗和我國基本國情、高等教育發(fā)展現(xiàn)狀來分析,建設(shè)地方應(yīng)用型本科院校是符合絕大多數(shù)新建本科院校良好發(fā)展的目標之一,我們要進一步深化對建設(shè)地方應(yīng)用型本科院校的認識,積極探索轉(zhuǎn)型發(fā)展的各種形式。
[Abstract]:The newly upgraded undergraduate colleges at the turn of the century are basically regional institutions of higher learning, which gradually occupy an important position in the process of our higher education system and the development of social economy. At present, the state proposes to encourage and guide some local colleges and universities to transform into applied technology universities. The emphasis on the implementation of the concept of undergraduate vocational education is only to express the policy orientation of transformation, but the concept and nature of applied technology universities have not been clearly defined. The setting standards of applied technology universities make many colleges and universities, especially the newly-built undergraduate universities, which are the key objects of transformation, have doubts or even negative attitudes towards the transformation. This research will be from the national policy direction, the new undergraduate colleges and universities own development appeal, the economic society to the vocational education development promotion several angles, Try to solve the new undergraduate colleges why and how to better transform such questions. With this as the starting point, this paper first points out that the essential reason for the transformation of new undergraduate colleges and universities is the diversification of the demand for talents of higher education in the economic and social development. Transformation and development of vocational education is also the new undergraduate colleges and universities are different from other types of undergraduate education, and then explore the necessity of the transformation of new colleges and universities, remove the misunderstanding of the transition; Secondly, in view of the rich development experience of applied undergraduate in developed countries and regions at home and abroad, this paper summarizes the development experience of international applied universities and analyzes its success. Finally, it explores the practical ways of the development of applied technology colleges and universities. The research always combines the basic situation, policy environment and the reality of economic development of newly-built undergraduate colleges in our country. At the end of the study, the author summarizes the transformation and development of new undergraduate colleges and universities in China, and points out that the development trend of new undergraduate colleges and universities in the future is to build local applied colleges and universities and to enrich the connotation of their development. At present, according to the experience of the development of higher education at home and abroad and the basic situation of our country and the present situation of the development of higher education, the construction of local applied undergraduate colleges is one of the goals of the good development of the vast majority of newly established colleges and universities. We should deepen our understanding of the construction of local applied undergraduate colleges and actively explore various forms of transformation and development.
