國際組織視野下的高等教育學(xué)歷學(xué)位互認(rèn)互授——基于UNESCO、WTO、OECD相關(guān)政策的比較研究

【摘要】:聯(lián)合國教科文組織、世界貿(mào)易組織和經(jīng)濟(jì)合作與發(fā)展組織在各國、各地區(qū)高等教育學(xué)歷學(xué)位互認(rèn)互授政策的制定與完善上起到了重要作用。但由于組織宗旨、職能和價值追求不同,這三大國際組織的相關(guān)政策文本規(guī)則與實踐效果必然存在差異,教科文組織以柔性公約勸導(dǎo)為主、世貿(mào)組織以剛性規(guī)則管制為主、經(jīng)合組織則以中介指導(dǎo)監(jiān)督為主。它們各司其職、相互補(bǔ)充、交互作用,共同推動全球范圍內(nèi)高等教育學(xué)歷學(xué)位互認(rèn)互授政策的有效實踐。
[Abstract]:UNESCO, the World Trade Organization and the Organization for Economic Cooperation and Development have played an important role in the formulation and improvement of the policy of mutual recognition and mutual recognition of higher education qualifications and degrees in various countries and regions. However, due to the different aims, functions and values of the three international organizations, there must be differences between the relevant policy texts, rules and practices of the three international organizations. UNESCO is guided by flexible conventions, and the WTO is governed by rigid rules. The OECD focuses on intermediary guidance and supervision. They perform their respective duties, complement each other and interact with each other to promote the effective practice of the policy of mutual recognition and award of higher education qualifications and degrees around the world.
