【摘要】：加州大學(xué)校長克拉克·克爾和他的同時代人共同創(chuàng)造的1960年加州高等教育總體規(guī)劃,首次讓數(shù)百萬美國家庭有機(jī)會進(jìn)入到大學(xué),并締造了世界上實(shí)力最強(qiáng)的公立研究型大學(xué)系統(tǒng)�；诩{稅人對教育機(jī)會平等這一公共利益的共識,在分層的高等教育體系中兼顧優(yōu)秀和普遍入學(xué)的加利福尼亞理念,成為世界范圍內(nèi)高等教育的主導(dǎo)模式。然而,支撐加州理念的政治條件本身已經(jīng)消失。總體規(guī)劃實(shí)施的20多年后,納稅人的共識被打破,加州也不再提供保障優(yōu)秀和普遍入學(xué)(尤其是非白人和移民家庭)的財政條件�，F(xiàn)在許多學(xué)生被拒之大學(xué)門外,公共學(xué)費(fèi)不斷上漲,研究型大學(xué)面臨新的挑戰(zhàn)。加州高等教育入學(xué)率曾經(jīng)一度在美國名列前茅,現(xiàn)在被遠(yuǎn)遠(yuǎn)甩到后面。本文考察了以總體規(guī)劃為代表的加州高等教育體系的興起和式微歷程,并總結(jié)出對其他國家普遍的經(jīng)驗(yàn)教訓(xùn)以及特別對中國的意義。
[Abstract]:The 1960 California Master Plan for higher Education, co-created by President Clark Kerr of the University of California and his contemporaries, gave millions of American families access to college for the first time. And created the world's most powerful public research university system. Based on the taxpayers' consensus on the public interest of equal opportunities in education, the California concept of taking into account excellent and universal admission in a hierarchical higher education system has become the dominant mode of higher education in the world. Yet the political conditions that underpin California's ideas have disappeared. More than 20 years after the master plan was implemented, the taxpayer consensus was broken, and California no longer provided the financial conditions to guarantee good and universal schooling, especially for non-white and immigrant families. Research universities are facing new challenges as many students are denied access to universities, public fees are rising and research universities are facing new challenges. California's higher education enrolment rate, once among the highest in the United States, is now far behind. This paper examines the rise and decline of California's higher education system, represented by the master plan, and summarizes the general experience and lessons for other countries and its significance to China in particular.
