【摘要】：當(dāng)前高校人事制度存在著較大的缺陷且子制度間銜接、匹配不足,人事制度系統(tǒng)集成效果差。在教育綜合改革背景下,高校人事制度改革要以完善人事制度系統(tǒng),減少結(jié)構(gòu)漏洞,優(yōu)化人事制度系統(tǒng)整體結(jié)構(gòu),集成科學(xué)、合理、協(xié)調(diào)的人事制度系統(tǒng)為主要任務(wù)。相容性、互補(bǔ)性、界面性是完成集成任務(wù)的三個(gè)必備條件。在集成條件具備的基礎(chǔ)上,高�？梢岳�"系統(tǒng)重塑"重新選擇人事制度系統(tǒng)的集成單元,保證人事制度系統(tǒng)要素齊全、結(jié)構(gòu)完整;可以利用"協(xié)同重組"消除當(dāng)前人事制度集成單元之間不協(xié)調(diào)的部分,強(qiáng)化人事制度集成單元之間較為薄弱的聯(lián)系。
[Abstract]:At present, there are some defects in the personnel system of colleges and universities, such as the connection between the sub-systems, the insufficient matching, and the poor integration effect of the personnel system. Under the background of comprehensive education reform, the main task of the personnel system reform in colleges and universities is to perfect the personnel system, reduce the structural loopholes, optimize the whole structure of the personnel system, and integrate the scientific, reasonable and coordinated personnel system. Compatibility, complementarity and interfacing are the three necessary conditions to complete the integration task. On the basis of the integration conditions, colleges and universities can re-select the integration unit of the personnel system by "system remoulding" to ensure that the personnel system elements are complete and the structure is complete. The "cooperative reorganization" can be used to eliminate the uncoordinated parts among the current personnel system integration units and to strengthen the weak relationship between the personnel system integration units.
