現(xiàn)行免費師范生政策效果及對策研究

【摘要】:百年大計,教育為本;教育大計,教師為本。努力培養(yǎng)造就一大批一流教師,不斷提高教師隊伍整體素質,是當前和今后一段時間我國教育事業(yè)發(fā)展的緊迫任務。而我國長期以來,東西部地區(qū)、城鄉(xiāng)之間師資力量懸殊較大,教學質量差異顯著。為了提高中西部地區(qū)及廣大農(nóng)村地區(qū)教師群體的綜合素質,也為了使得更多的優(yōu)質教師資源能夠源源不斷的流向中西部地區(qū),尤其是農(nóng)村地區(qū),國家于2007年出臺了免費師范生政策,并在六所部屬師范院校試點。今年是該政策實施的第十年,其實施效果受到社會的廣泛關注。本論文從政策所涉及的四個主要利益相關者的角度出發(fā),分析其利益要求和利益沖突,對利益沖突的成因進行分析,最后給出政策的改進意見。本論文首先介紹了免費師范生政策的內涵及六所試點院校的先行政策,其次介紹了本文涉及到的理論方法,包括利益相關者理論、經(jīng)濟人假設理論等。在第三章中,按照利益要求的差別,將免費師范生政策涉及的主體劃分為四個利益主體,即政策的制定主體、政策的執(zhí)行主體、政策的目標群體、政策的受益對象。按這四個主體的順序分析其各自的利益要求以及他們之間的利益沖突。第四章中針對上文所述的利益沖突,分析產(chǎn)生利益沖突的原因。最后本文立足于免費師范生招生、培養(yǎng)、就業(yè)三個環(huán)節(jié),結合利益主體的利益要求,提出合理的政策改進建議。招生階段要加大宣傳力度,嚴格師范生準入門檻;在校學習期間,要建立免費師范生的利益表達機制,高校應為免費師范生設置合理的專業(yè)課程與教學實踐,并且引導免費師范生樹立良好的擇業(yè)觀,弘揚服務家鄉(xiāng)教育事業(yè)的崇高意識;就業(yè)階段需建立教育主管部門的問責和監(jiān)督機制,改進就業(yè)管理,建立基層教師工資增長機制,在職稱評定、繼教培訓等方面為免費師范生提供更優(yōu)質的發(fā)展平臺。
[Abstract]:A hundred-year plan is based on education; a great plan of education is based on teachers. It is an urgent task to cultivate a large number of first-class teachers and to improve the overall quality of the teachers. It is an urgent task for the development of education in China at present and in the future. For a long time, there is a great disparity between urban and rural teachers and the quality of teaching in the east and west of China. In order to improve the comprehensive quality of teachers in the central and western regions and the vast rural areas, and to make more high-quality teacher resources flow to the central and western regions, especially the rural areas, In 2007, the country introduced a free teacher-training policy, and in six teacher-training institutions pilot. This year is the tenth year of the implementation of the policy, its implementation effect is widely concerned by the society. From the perspective of the four main stakeholders involved in the policy, this paper analyzes its interest requirements and conflicts of interest, analyzes the causes of the conflict of interest, and finally gives some suggestions for improvement of the policy. This paper first introduces the connotation of the policy of free normal school students and the first policy of six pilot colleges, and then introduces the theoretical methods involved in this paper, including stakeholder theory, economic man hypothesis theory and so on. In the third chapter, according to the difference of interest requirements, the subject involved in the policy of free normal school students is divided into four main bodies of interest, that is, the subject of policy making, the subject of policy execution, the target group of policy, and the object of policy benefit. According to the order of the four subjects, it analyzes their respective interest requirements and their conflicts of interest. Chapter four analyzes the causes of conflicts of interest mentioned above. Finally, based on the free normal students enrollment, training, employment three links, combined with the interests of the main interests of the requirements, put forward reasonable policy recommendations for improvement. At the stage of enrollment, it is necessary to step up publicity, strictly enforce the threshold of admission for normal students, and set up a mechanism for expressing the interests of free normal students during the period of study at school. Colleges and universities should set up reasonable professional courses and teaching practices for free normal school students. And guide the free normal students to set up a good view of choosing a job, carry forward the lofty consciousness of serving the education cause of hometown, establish the accountability and supervision mechanism of the education department in the employment stage, improve the employment management, establish the mechanism of salary increase of the basic level teacher. In the professional title evaluation, continuing training and other aspects for free normal students to provide a higher quality development platform.
