【摘要】：政策工具選擇作為提升政策執(zhí)行績效的知識而變得日益重要。中國高等教育的跨越式發(fā)展離不開政策工具的有效選擇。在政策網(wǎng)絡分析的基礎上,提出了"關系"和"制度"雙重嵌入性分析框架來對改革開放以來中國高等教育政策工具選擇進行解釋。結果發(fā)現(xiàn),中國高等教育強制性工具為主、其他多元化工具為輔的政策工具選擇結果,是在國家發(fā)展戰(zhàn)略、治理方式、政策執(zhí)行機制所構成的制度背景中,由政策網(wǎng)絡的規(guī)模、邊界、連接性、凝聚性、權力關系、行動者策略等網(wǎng)絡特征所決定的。
[Abstract]:Policy tool selection is becoming increasingly important as knowledge to improve policy implementation performance. The leapfrog development of higher education in China can not be separated from the effective choice of policy tools. Based on the analysis of policy network, this paper puts forward the "relationship" and "system" embedded analysis framework to explain the choice of higher education policy tools in China since the reform and opening up. The results show that the choice of policy tools based on compulsory tools of higher education in China, supplemented by other diversified tools, is based on the scale of policy network in the institutional background of national development strategy, governance mode and policy implementation mechanism. Boundary, connectivity, cohesion, power relationship, actor strategy and other network characteristics.
