高等教育契約管理:價值與局限

【摘要】:新公共管理在西方國家推動了政府與大學(xué)關(guān)系的重構(gòu)。一些國家在政校之間積極引入契約制度,政府通過簽訂契約的方式管理大學(xué)。這一新型政校關(guān)系模式對我國的借鑒意義在于,它有助于增進大學(xué)的辦學(xué)自主權(quán)、提升大學(xué)改進績效的主體性、促進大學(xué)發(fā)展的個性化與特色化。其局限則在于,大學(xué)辦學(xué)績效不易全方位測算,很多方面難以具體約定;另外,契約管理或?qū)U增學(xué)校層面的行政權(quán)力,不盡順應(yīng)大學(xué)治理改革方向。盡管如此,對于改革政校關(guān)系而言,推行契約管理仍是一個最不壞的選項,其實施有賴于三個制度要件:轉(zhuǎn)變政府職能定位、完善大學(xué)法人制度和培育第三方評估機構(gòu)。
[Abstract]:New public management promotes the reconstruction of the relationship between government and university in western countries. Some countries actively introduce the contract system between political schools, and the government manages universities by signing contracts. The significance of this new mode of political and school relationship for our country lies in that it helps to enhance the autonomy of the university in running a school, to enhance the subjectivity of the university in improving its performance, and to promote the individualization and characteristics of the development of the university. The limitation lies in the fact that the performance of the university is not easy to measure in all aspects, and many aspects are difficult to specify. In addition, the contract management may expand the administrative power at the school level, which does not conform to the reform direction of university governance. However, the implementation of contract management is still the least bad option for the reform of the relationship between government and school. Its implementation depends on three system elements: changing the position of government function, perfecting the university legal person system and cultivating the third party evaluation institution.
