【摘要】：本文以2003-2014年中國在"一帶一路"沿線44個(gè)東道國直接投資的面板數(shù)據(jù)為樣本,重點(diǎn)考察了來華留學(xué)教育與中國對(duì)外直接投資之間的互動(dòng)關(guān)系。研究結(jié)果顯示:來華留學(xué)教育能夠顯著促進(jìn)中國對(duì)外直接投資,但其對(duì)中國對(duì)外直接投資的這種促進(jìn)作用會(huì)隨著來華留學(xué)教育規(guī)模的大小和國家間地理距離的遠(yuǎn)近而發(fā)生變化;中國的直接投資資金更多流向了與中國經(jīng)濟(jì)發(fā)展水平差異較大且水平較低的國家;通過獎(jiǎng)學(xué)金等相關(guān)優(yōu)惠政策帶動(dòng)來華留學(xué)規(guī)模的增加則會(huì)導(dǎo)致來華留學(xué)教育對(duì)OFDI的促進(jìn)效應(yīng)失靈。因此,本文認(rèn)為政府應(yīng)重視來華留學(xué)教育在中國對(duì)外投資中的促進(jìn)作用,并在此基礎(chǔ)上制定有效的國際人才戰(zhàn)略和投資政策,同時(shí)進(jìn)一步優(yōu)化我國的相關(guān)移民政策,此外高校也應(yīng)改進(jìn)人才培養(yǎng)模式,從而保證中國對(duì)外直接投資持續(xù)穩(wěn)定增長。
[Abstract]:Based on the panel data of Chinese direct investment in 44 host countries along "Belt and Road" from 2003 to 2014, this paper focuses on the interaction between the education of studying abroad and the foreign direct investment of China. The results show that the education of studying abroad in China can significantly promote China's foreign direct investment, but its promoting effect on China's foreign direct investment will change with the size of education and geographical distance between countries. China's direct investment funds flow more to countries with greater differences and lower levels of economic development with China; The increase of the scale of studying in China through the preferential policies such as scholarships will lead to the failure of the promoting effect of studying abroad education on OFDI. Therefore, this paper holds that the government should pay attention to the promotion role of the education of studying abroad in China's foreign investment, and on the basis of this, formulate effective international talent strategy and investment policy, and further optimize the relevant immigration policies of our country. In addition, colleges and universities should improve the talent training model to ensure the steady growth of China's foreign direct investment.
