【摘要】：眾創(chuàng)是當(dāng)前的協(xié)同創(chuàng)新新模式。參與眾創(chuàng)的創(chuàng)新用戶利用互聯(lián)網(wǎng)進(jìn)行信息交流,獲取自身創(chuàng)新所需要的信息。作為高校所建設(shè)的一個靈活的知識成果典藏和展示平臺,高校機(jī)構(gòu)知識庫可以對高�？蒲杏脩粼诒妱�(chuàng)背景下的創(chuàng)新活動進(jìn)行信息保障,進(jìn)一步促進(jìn)創(chuàng)新活動的開展。本文以高校機(jī)構(gòu)知識庫作為研究對象,基于眾創(chuàng)背景下高校科研用戶進(jìn)行科研活動實踐,從信息保障和信息質(zhì)量控制兩個方面對高校機(jī)構(gòu)知識庫進(jìn)行研究。主要的研究內(nèi)容包括三部分:(1)分析在眾創(chuàng)背景下影響高�？蒲杏脩羰褂脵C(jī)構(gòu)知識庫的因素。(2)根據(jù)影響高�？蒲杏脩羰褂脵C(jī)構(gòu)知識庫的因素,建立高校機(jī)構(gòu)知識庫在眾創(chuàng)背景下的質(zhì)量控制體系。質(zhì)量控制體系分為兩個部分:首先基于機(jī)構(gòu)知識庫平臺,通過對用戶進(jìn)行授權(quán)建立同行評議等方式構(gòu)建服務(wù)于眾創(chuàng)背景下科研活動信息保障的質(zhì)量控制系統(tǒng);然后,基于相關(guān)管理政策,建立服務(wù)于眾創(chuàng)背景下的高校機(jī)構(gòu)知識庫管理政策,通過政策的強(qiáng)制力來保證高校機(jī)構(gòu)知識庫的內(nèi)容質(zhì)量。(3)在質(zhì)量控制體系的保障下,利用高校機(jī)構(gòu)知識庫進(jìn)行眾創(chuàng)背景下創(chuàng)新活動的信息保障。這里主要包括兩方面的保障:其一是利用高校學(xué)科人員關(guān)系網(wǎng),基于高校機(jī)構(gòu)知識庫構(gòu)建非正式文獻(xiàn)傳遞交流平臺,為科研創(chuàng)新提供非正式文獻(xiàn)信息保障;其二是以高校機(jī)構(gòu)知識庫作為手段,結(jié)合高校學(xué)科人員關(guān)系網(wǎng)構(gòu)建“學(xué)科建設(shè)智庫”,將隱性知識轉(zhuǎn)化為信息資源來服務(wù)學(xué)科建設(shè)。眾創(chuàng)背景下高校機(jī)構(gòu)知識庫的信息保障及質(zhì)量控制體系目的就是能夠有效、迅速和準(zhǔn)確為高校機(jī)構(gòu)知識庫用戶的創(chuàng)新活動提供必需的信息和文獻(xiàn),并確保這些信息和文獻(xiàn)的學(xué)術(shù)質(zhì)量。
[Abstract]:Zhongchuang is a new mode of collaborative innovation at present. Participating innovative users use the Internet to exchange information and obtain the information needed for their own innovation. As a flexible platform for the collection and display of knowledge achievements, the institutional knowledge base of colleges and universities can guarantee the innovation activities of university scientific research users under the background of common creation, and further promote the development of innovation activities. In this paper, the institutional knowledge base of colleges and universities is taken as the research object, and the institutional knowledge base of colleges and universities is studied from two aspects of information guarantee and information quality control, based on the practice of scientific research activities of university scientific research users under the background of crowd-creation. The main research contents include three parts: (1) analyzing the factors that affect the use of institutional knowledge base by scientific research users in colleges and universities under the background of common creation. (2) according to the factors that affect the use of institutional knowledge base by scientific research users in colleges and universities, The quality control system of institutional knowledge base in colleges and universities is established under the background of common creation. The quality control system is divided into two parts: firstly, based on the institutional knowledge base platform, a quality control system serving for the information guarantee of scientific research activities under the background of public innovation is constructed by authorizing the user to establish peer review. Based on the relevant management policies, this paper establishes the institutional knowledge base management policy in colleges and universities serving the common creation background, and guarantees the content quality of the institutional knowledge base through the coercive force of the policy. (3) under the guarantee of the quality control system, Using the institutional knowledge base of colleges and universities to guarantee the information of innovation activities under the background of multi-creation. This mainly includes two aspects of protection: one is to use the university subject personnel relationship network, based on the institutional knowledge base of colleges and universities to build informal document communication platform, for scientific research and innovation to provide informal document information security; The second is to construct a "discipline construction think tank" by using the institutional knowledge base of colleges and universities, combining with the relationship network of university subject personnel, so as to transform tacit knowledge into information resources to serve the subject construction. The purpose of the information guarantee and quality control system of institutional knowledge base in colleges and universities under the background of innovation is to provide necessary information and documents for the innovative activities of users of institutional knowledge bases in colleges and universities effectively, quickly and accurately. And ensure the academic quality of this information and literature.
