【摘要】：1937年2月,國(guó)民黨中央常委會(huì)設(shè)立了以南京國(guó)民政府主席林森名字命名的獎(jiǎng)學(xué)金,即林森七秩壽辰紀(jì)念獎(jiǎng)學(xué)基金,簡(jiǎn)稱林森獎(jiǎng)學(xué)金,共包括兩部分,本文側(cè)重對(duì)林森獎(jiǎng)學(xué)金公費(fèi)留學(xué)部分進(jìn)行研究。林森作為國(guó)府主席,對(duì)教育是極為重視的,對(duì)國(guó)家留學(xué)事業(yè)也極為關(guān)心。1937年,在林森七十壽辰之時(shí),國(guó)民政府設(shè)立林森獎(jiǎng)學(xué)金,用來資助優(yōu)秀學(xué)子,以此種方式來為林森祝壽,并表彰他的功績(jī),這即是林森獎(jiǎng)學(xué)金設(shè)立的緣由。林森獎(jiǎng)學(xué)金設(shè)立之時(shí)正是民族危機(jī)加深之際,日本發(fā)起了全面侵華戰(zhàn)爭(zhēng),在此期間中國(guó)人民的生產(chǎn)和生活遭到嚴(yán)重破壞,教育事業(yè)尤其是留學(xué)事業(yè)受到嚴(yán)重摧殘,出國(guó)學(xué)生人數(shù)驟減。正是在此種形勢(shì)下,南京國(guó)民政府教育部舉行了兩屆林森獎(jiǎng)學(xué)金公費(fèi)留學(xué)考試。林森獎(jiǎng)學(xué)金第一屆公費(fèi)留學(xué)考試,是根據(jù)制定的考試章程和辦法,成立考選委員會(huì),進(jìn)行留學(xué)考試,確定錄取學(xué)生之后,先讓其在國(guó)內(nèi)實(shí)習(xí),隨后派遣出國(guó);林森獎(jiǎng)學(xué)金第二屆公費(fèi)留學(xué)考試,是根據(jù)制定的考選辦法,委托清華大學(xué)代辦考試,但因報(bào)考學(xué)生的成績(jī)不佳,考試又重新進(jìn)行了一次,最后派遣錄取者出國(guó)。通過對(duì)比同是以政府官員名義命名的林森獎(jiǎng)學(xué)金與穆藕初獎(jiǎng)學(xué)金,分析其異同點(diǎn),以明確林森獎(jiǎng)學(xué)金的優(yōu)越性與局限性。首先,林森獎(jiǎng)學(xué)金在近現(xiàn)代教育史上具有開創(chuàng)性和特殊性,它的施行為國(guó)家建設(shè)培養(yǎng)了人才,推動(dòng)了近現(xiàn)代教育的發(fā)展,并為當(dāng)今教育的發(fā)展帶來啟示。其次,林森獎(jiǎng)學(xué)金公費(fèi)留學(xué)考試內(nèi)容受到政治因素的影響、考試的次數(shù)和派遣的學(xué)生都很少,持續(xù)時(shí)間也較短,因而其所產(chǎn)生的影響有限。盡管其作用和影響受到了局限,但是仍然具有研究的價(jià)值。林森獎(jiǎng)學(xué)金是當(dāng)時(shí)級(jí)別最高的獎(jiǎng)學(xué)金之一,也是民國(guó)時(shí)期第一個(gè)以政府官員名義命名的獎(jiǎng)學(xué)金,在中國(guó)近現(xiàn)代教育史上特別是留學(xué)史上具有特殊的意義。但遺憾的是,學(xué)界專門以林森獎(jiǎng)學(xué)金為視角進(jìn)行研究的成果幾乎沒有,在研究林森的專著和論文中也多是一筆帶過,沒有深入探究。因此,對(duì)林森獎(jiǎng)學(xué)金展開研究,可以為林森的研究拾遺補(bǔ)缺,并豐富留學(xué)史的研究。
[Abstract]:In February 1937, the standing Committee of the Kuomintang Central Committee established a scholarship named after Lin Sen, chairman of the Nanjing National Government, that is, the Lin Sen Seventh Rank Birthday Memorial Award Foundation, or Linson Scholarship, which consists of two parts. This paper focuses on the study of Linson Scholarship. As chairman of the National Government, Lin Sen attached great importance to education and was very concerned about the cause of studying abroad in the country. In 1937, when Lin Sen was seventy years old, the National Government established the Linson Scholarship, which was used to fund outstanding students, in this way to celebrate Lin Sen's birthday. And the recognition of his merit, this is the reason for the establishment of the Linson Scholarship. When the Linsen Scholarship was set up at a time of deepening national crisis, Japan launched an all-out war of aggression against China. During this period, the production and livelihood of the Chinese people were seriously damaged, and the cause of education, especially the cause of studying abroad, was severely destroyed. The number of students abroad has plummeted. It was under this situation that the Ministry of Education of Nanjing National Government held two examinations for studying abroad at the public expense of Linsen Scholarship. The first free study abroad examination of Linson Scholarship is to set up an examination election committee according to the rules and regulations of the examination, to make sure that the students are admitted, first to practice in China, and then to send them abroad. Lin Sen scholarship second free study abroad examination, is according to the formulation examination election method, entrusts the Tsinghua University to take the examination, but because the registration student's result is not good, the examination has carried on again, finally sends the student to go abroad. By comparing the Linson Scholarship named after the government officials and the Mu Guanchu Scholarship, this paper analyzes its similarities and differences, in order to clarify the superiority and limitation of Linson Scholarship. First of all, Linson Scholarship has the originality and particularity in the history of modern education, its implementation has trained the talented person for the national construction, has promoted the development of the modern education, and has brought the enlightenment to the present education development. Secondly, the contents of Linson Scholarship examination are influenced by political factors. The number of examinations and the number of students sent are few and the duration is short, so the influence is limited. Although its function and influence has been limited, it still has the research value. Linson Scholarship was one of the highest level scholarships at that time, and it was also the first scholarship named after the government official in the Republic of China. It has special significance in the history of Chinese modern education, especially in the history of studying abroad. Unfortunately, there is almost no research on Linson Scholarship in academic circles, and there is no deep exploration in the study of Linson's monographs and papers. Therefore, the research on Linson Scholarship can be a supplement to Linson's research and enrich the study of the history of studying abroad.
