【摘要】：廣西,是一個沿海地區(qū),又是邊疆民族地區(qū),還與廣東、香港、澳門相鄰。在擁有東部的區(qū)位優(yōu)勢的同時,又有多個出海港口,還有西部大開發(fā)政策的保障,在這些優(yōu)勢下應(yīng)該發(fā)展?jié)摿艽�。但�?2015年,廣西的GDP總量在全國GDP總量排名中位列第17名,廣西的人均GDP在全國人均GDP排名卻是倒數(shù)第4。廣西高等教育受經(jīng)濟(jì)發(fā)展?fàn)顩r、多元的民族文化、地區(qū)教育體制及區(qū)域發(fā)展水平等因素限制。其高等教育的發(fā)展水平與中東部發(fā)達(dá)地區(qū)高等教育發(fā)展水平相比,差距很大,因而如何實現(xiàn)廣西高等教育的跨越式發(fā)展,是很值得我們進(jìn)行深入思考和探討的重要問題。2016年中央政府工作報告中提出,要充分釋放全社會創(chuàng)業(yè)創(chuàng)新潛能,發(fā)揮大眾創(chuàng)業(yè)、萬眾創(chuàng)新,構(gòu)建企業(yè)、高校、科研機(jī)構(gòu)等多角色協(xié)同的新型創(chuàng)新創(chuàng)業(yè)機(jī)制。廣西的高等教育尤其需要尋求一個合適的富有創(chuàng)新的發(fā)展之路才能應(yīng)對全球化帶來的沖擊。本研究主要從政府管理的角度對廣西高等教育面臨創(chuàng)新創(chuàng)業(yè)(簡稱雙創(chuàng))政策帶來的機(jī)遇和挑戰(zhàn)進(jìn)行研究,借助文獻(xiàn)分析法、問卷調(diào)查法等研究方法對廣西高校創(chuàng)新創(chuàng)業(yè)教育情況進(jìn)行調(diào)查分析。其次從社會、政府、學(xué)校不同層面分析當(dāng)前創(chuàng)新創(chuàng)業(yè)政策帶來的機(jī)遇,探究廣西高等教育面臨國際與國內(nèi)的各種挑戰(zhàn),最后提出應(yīng)對國際與國內(nèi)挑戰(zhàn)的對策,即國際上通過加強(qiáng)廣西與東盟國家高等教育人才培養(yǎng)的交流與合作;同時轉(zhuǎn)變政府職能,促進(jìn)大學(xué)生雙創(chuàng)條件的完善;提高廣西基礎(chǔ)教育水平,拉小與國際教育差距;國內(nèi)則對應(yīng)各地雙創(chuàng)人才要求,培養(yǎng)匹配型人才;吸引外資入住廣西雙創(chuàng)基地,緩解廣西財政壓力;發(fā)展廣西特色教育,引進(jìn)國際雙創(chuàng)理念,合理構(gòu)建一個具有廣西特色的雙創(chuàng)教育。
[Abstract]:Guangxi, a coastal area, and a frontier ethnic area, is also adjacent to Guangdong, Hongkong and Macao. With the advantages of the eastern region, there are many sea ports, as well as the protection of the western development policy, which should have great potential under these advantages. However, in 2015, the total amount of GDP in Guangxi ranked among the national GDP total. Seventeenth, the per capita GDP in Guangxi is ranked in the national per capita GDP but the last 4. is the economic development, the multi ethnic culture, the regional education system and the level of regional development. The development level of higher education is quite different from the level of higher education in the developed areas in the Middle East. The leapfrog development of higher education in Guangxi is a very important question which is worthy of our deep thinking and discussion. In the report of the work of the central government in.2016, it is proposed to fully release the creative potential of the whole society, make full use of the masses and create a new type of innovation and entrepreneurship mechanism, such as enterprises, colleges and research institutions, and so on. The higher education in the west, in particular, needs to seek a suitable and innovative way to cope with the impact of globalization. This study mainly studies the opportunities and challenges brought about by the policy of innovation and entrepreneurship in Guangxi's higher education from the perspective of government management, with the help of literature analysis, questionnaire survey and other research methods. This paper makes an investigation and Analysis on the situation of innovation and entrepreneurship education in Universities in Guangxi. Secondly, it analyzes the opportunities brought by the current innovation and entrepreneurship policy from different levels of society, government and school, explores the challenges facing international and domestic higher education in Guangxi, and finally puts forward countermeasures to deal with international and domestic challenges, namely, by strengthening Guangxi and ASEAN in the world. The exchange and cooperation of the national higher education personnel training; at the same time change the government function, promote the perfect conditions for the double creation of college students; improve the basic education level of Guangxi, pull the gap between the small and the international education; the domestic two create the requirements of the dual creative talents, train the matching talents, attract foreign capital to stay in the Guangxi double creation base and relieve the financial pressure of Guangxi; We will develop Guangxi's characteristic education, introduce the concept of international double creation, and rationally build a double creation education with Guangxi characteristics.
