【摘要】:作為高等教育資源中的主要資源之一,經(jīng)費(fèi)資源與人力資源和物力資源有著明顯的不同之處,經(jīng)費(fèi)資源的配置貫穿整個(gè)高等教育體系,并以其特有的形式在高等教育活動(dòng)中發(fā)揮著不可替代的重要作用。高等教育經(jīng)費(fèi)資源投入力度的大小和配置效率的高低直接影響著高等教育產(chǎn)出的數(shù)量和質(zhì)量。新常態(tài)下,高校人才供給模式與社會(huì)實(shí)際需求之間的關(guān)系發(fā)生著深刻變化,經(jīng)濟(jì)增長(zhǎng)速度有所減緩,從高速增長(zhǎng)轉(zhuǎn)為中高速增長(zhǎng);經(jīng)濟(jì)結(jié)構(gòu)也在不斷優(yōu)化升級(jí);社會(huì)發(fā)展動(dòng)力從要素驅(qū)動(dòng)、投資驅(qū)動(dòng)轉(zhuǎn)向創(chuàng)新驅(qū)動(dòng)。而創(chuàng)新驅(qū)動(dòng)戰(zhàn)略實(shí)施以來(lái),高等教育結(jié)構(gòu)性矛盾更加突出,同質(zhì)化傾向嚴(yán)重,高等教育培養(yǎng)模式亟需創(chuàng)新。高校畢業(yè)生的就業(yè)難且就業(yè)質(zhì)量偏低等問(wèn)題尚未有效緩解,社會(huì)企業(yè)緊缺的應(yīng)用型、復(fù)合型和創(chuàng)新型人才培養(yǎng)機(jī)制尚未完全建立,人才培養(yǎng)結(jié)構(gòu)和質(zhì)量與經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和產(chǎn)業(yè)升級(jí)的要求還相差甚遠(yuǎn)。因此,優(yōu)化高等教育經(jīng)費(fèi)資源配置路徑將有助于解決這些問(wèn)題。新常態(tài)下,全面協(xié)調(diào),統(tǒng)籌發(fā)展戰(zhàn)略為形成政府、高校和社會(huì)“三足鼎立”的高等教育投資體系奠定了基礎(chǔ)。作為維持這個(gè)體系正常運(yùn)轉(zhuǎn)的血脈,經(jīng)費(fèi)資源的配置效率將成為高等教育發(fā)展的關(guān)鍵所在。新常態(tài)下,高等教育供給側(cè)改革的主要任務(wù)之一就是要提高經(jīng)費(fèi)資源的配置效率和教育質(zhì)量,為社會(huì)輸送高素質(zhì)的專(zhuān)業(yè)型和應(yīng)用型人才。因此,只有政府、高校和社會(huì)三方主體充分認(rèn)識(shí)到這一點(diǎn)才能真正解決當(dāng)前高等教育事業(yè)發(fā)展所存在的問(wèn)題。解決經(jīng)費(fèi)資源投入不足問(wèn)題,不僅需要政府加大投入力度,還需要高校提高經(jīng)費(fèi)資源配置效率,同時(shí)也需要社會(huì)積極主動(dòng)參與監(jiān)督。解決區(qū)域不均衡問(wèn)題,除了國(guó)家宏觀調(diào)控外,各地方政府也要因地制宜,根據(jù)實(shí)際發(fā)展需要爭(zhēng)取財(cái)政撥款,提高經(jīng)費(fèi)資源配置效率,同時(shí)社會(huì)也要加強(qiáng)輿論引導(dǎo),均衡東西部高等教育投資力度,以實(shí)現(xiàn)我國(guó)高等教育的全面發(fā)展和綜合實(shí)力的總體提升。本文著重分析新常態(tài)對(duì)高等教育經(jīng)費(fèi)資源配置各主體的影響以及對(duì)高等教育經(jīng)費(fèi)資源配置的基本要求和原則,結(jié)合當(dāng)前實(shí)際主要解決高等教育經(jīng)費(fèi)資源“怎么用”和“用在哪里”兩個(gè)方面為主要內(nèi)容,來(lái)探究高等教育經(jīng)費(fèi)資源配置優(yōu)化的主要路徑,以期為高等教育經(jīng)費(fèi)資源配置優(yōu)化提供些許借鑒。
[Abstract]:As one of the main resources of higher education, there are obvious differences between funds and human and material resources. The allocation of funds runs through the whole higher education system. And in its unique form in higher education activities play an irreplaceable important role. The quantity and quality of higher education output are directly affected by the degree of investment and allocation efficiency. Under the new normal, the relationship between the talent supply mode and the actual social demand in colleges and universities has undergone profound changes, the economic growth rate has slowed down, from the high-speed growth to the medium-high speed growth, the economic structure is constantly optimized and upgraded. The motive force of social development changes from factor drive, investment drive to innovation drive. Since the implementation of the innovation-driven strategy, the structural contradiction of higher education is more prominent, the tendency of homogeneity is serious, and the mode of higher education training needs to be innovated. The problems such as difficult employment and low employment quality of college graduates have not been effectively alleviated. The applied, compound and innovative talents training mechanism of social enterprise shortage has not been completely established. Talent training structure and quality are still far from the requirements of economic restructuring and industrial upgrading. Therefore, optimizing the allocation path of higher education funds will help to solve these problems. Under the new normal, the overall coordination and the overall development strategy have laid the foundation for the formation of the investment system of higher education in the government, universities and society. As the blood of maintaining the normal operation of this system, the allocation efficiency of funds resources will be the key to the development of higher education. Under the new normal condition, one of the main tasks of the supply-side reform of higher education is to improve the allocation efficiency and educational quality of funds and resources, and to transport high-quality professional and applied talents for the society. Therefore, only when the government, university and society fully realize this can the problems existing in the development of higher education be solved. To solve the problem, the government should not only increase the investment, but also improve the efficiency of the allocation of fund resources, and the society should take the initiative to participate in the supervision at the same time. In order to solve the problem of regional imbalance, in addition to the state's macro-control, local governments should also respond to local conditions, strive for financial allocations according to actual development needs, and improve the efficiency of allocating funds and resources. At the same time, the society should also strengthen the guidance of public opinion. In order to realize the overall development of China's higher education and the overall promotion of its comprehensive strength, the investment of higher education in the east and the west is balanced. This paper focuses on the analysis of the influence of the new normal on the allocation of higher education funding resources, as well as the basic requirements and principles of the allocation of higher education funds resources. Combining with the actual situation, how to use and where to use the funds of higher education is the main content to explore the main ways to optimize the allocation of the funds for higher education. In order to optimize the allocation of higher education funding resources to provide some reference.
