【摘要】：二戰(zhàn)之后,世界各國高等教育的舉辦主體發(fā)生變化,涇渭分明的公私界限逐漸模糊,高等教育辦學(xué)體制從"國家舉辦"到"公私并舉",高等教育管理體制從"高度集中"到"權(quán)力下放",高等教育投資體制從"政府撥款"到"多元籌資"。傳統(tǒng)意義上的公立、私立高校的分類遇到了困境,判別維度不斷"升級",區(qū)分標(biāo)準(zhǔn)更加復(fù)雜化,對各國高等教育制定新的管理政策提出了挑戰(zhàn),突破公私二元的分類管理模式成為中、法、德三國應(yīng)對政策挑戰(zhàn)的主要手段。我國民辦高等教育分類管理政策應(yīng)堅持資金分配的公共性原則、治理模式的平衡性原則、質(zhì)量評估的自主性原則、公平發(fā)展的協(xié)調(diào)性原則。
[Abstract]:After World War II, the host of higher education in various countries changed, and the line between public and private became blurred. The running system of higher education is from "national organization" to "both public and private", the management system of higher education from "highly centralized" to "decentralization", and the investment system of higher education from "government appropriation" to "pluralistic financing". In the traditional sense, the classification of public and private colleges and universities has encountered difficulties, the discriminant dimension is constantly "upgraded", the criterion of differentiation is more complicated, and the new management policy of higher education in various countries has been challenged. Breaking through the dual public-private management model has become the main means for China, France and Germany to meet the policy challenges. The classified management policy of private higher education in our country should adhere to the public principle of fund distribution, the balance principle of governance mode, the independence principle of quality evaluation, the coordination principle of fair development.
