2001-2014年八大留學(xué)目的國(guó)位序變化的成因分析與啟示

【摘要】:美國(guó)國(guó)際教育研究所2015年發(fā)布的《門(mén)戶開(kāi)放》報(bào)告顯示:2014年,前八大留學(xué)目的國(guó)相比2001年發(fā)生了很大變化。美國(guó)仍然位居第一,但是留學(xué)生份額下降到20%;西班牙、比利時(shí)滑出前八,德國(guó)排位下降且份額減少2%;英國(guó)、法國(guó)、日本份額不變,但后兩者的位次均有所降低;中國(guó)、加拿大分別躍居第三和第七,澳大利亞擁有留學(xué)生比例增加了2%,但排序卻由第五變成第六。研究發(fā)現(xiàn):一國(guó)的經(jīng)濟(jì)發(fā)展?fàn)顩r與政策支持強(qiáng)度是影響學(xué)生留學(xué)目的國(guó)的主要因素,而一國(guó)的教育投入對(duì)留學(xué)生份額占比的影響卻不大。為實(shí)現(xiàn)我國(guó)國(guó)際留學(xué)生"保三進(jìn)二"的戰(zhàn)略目標(biāo),必須加大對(duì)獎(jiǎng)學(xué)金的支持力度,強(qiáng)化英語(yǔ)課程建設(shè),不斷提高留學(xué)生教育質(zhì)量,關(guān)注留學(xué)生移民問(wèn)題。
[Abstract]:The "Open doors" report released by the American Institute of International Education in 2015 shows that in 2014, the top eight countries studying abroad changed a lot compared with 2001. The United States still ranks first, but the share of foreign students drops to 20. Spain, Belgium, slips out of the top eight, Germany drops and its share drops by 2 percent. Britain, France, and Japan have no change in their share, but the latter two have dropped somewhat. China, Canada leapt to third and seventh, with Australia increasing its share of international students by 2 percent, but from fifth to sixth. It is found that the economic development of a country and the intensity of policy support are the main factors that influence the students' studying abroad, but the share of the foreign students is not affected by the educational investment of a country. In order to realize the strategic goal of "guaranteeing three to two" for international students, it is necessary to strengthen the support for scholarships, strengthen the construction of English courses, improve the quality of international students' education and pay close attention to the problem of emigration of foreign students.
