【摘要】：在"歸國留學人員低齡化"與"大眾創(chuàng)新、萬眾創(chuàng)業(yè)"的雙重背景中,通過對湖南省1200名新生代海歸的問卷調(diào)查,采取描述性統(tǒng)計與回歸分析相結(jié)合的方法,對新生代海歸創(chuàng)業(yè)難的主要原困及解決之策進行了分析。描述性統(tǒng)計分析發(fā)現(xiàn),新生代海歸創(chuàng)業(yè)者多,就業(yè)者少,但創(chuàng)業(yè)者中超過78%的人創(chuàng)業(yè)過程面臨較大困難;回歸分析則發(fā)現(xiàn),性別與專業(yè)等個體特質(zhì)、創(chuàng)業(yè)準備不足、創(chuàng)業(yè)資源匱乏尤其是社會資本缺少、留創(chuàng)政策不完善且缺乏普惠性是新生代海歸創(chuàng)業(yè)"落地難"、"發(fā)芽難"、"扎根難"與"結(jié)果難"的主要原因。為了充分促進新生代海歸順利創(chuàng)業(yè),我國應建立新生代海歸人才引進使用的"旋轉(zhuǎn)門"制度,創(chuàng)建新生代海歸創(chuàng)業(yè)優(yōu)惠政策,加強新生代海歸創(chuàng)業(yè)載體建設與融資力度。
[Abstract]:Under the dual background of "the younger age of returned overseas students" and "popular innovation, entrepreneurship", through the questionnaire survey of 1200 new generation overseas returnees in Hunan Province, the method of combining descriptive statistics and regression analysis is adopted. This paper analyzes the main difficulties and solutions of the new generation of Chinese returnees. Descriptive statistical analysis shows that the new generation of returned entrepreneurs have more entrepreneurs and fewer employed people, but more than 78% of the entrepreneurs face greater difficulties in the process of starting their own businesses. The shortage of entrepreneurial resources, especially the lack of social capital, the imperfection of policy and the lack of inclusiveness are the main reasons for the "landing difficulty", "germinating difficulty", "taking root" and "hard result" of the new generation of overseas returnees. In order to fully promote the successful start-up of the new generation of overseas returnees, China should establish the "revolving door" system for the introduction and use of the new generation of returned talents, establish the preferential policy for the new generation of overseas returnees, and strengthen the construction and financing of the carrier of the new generation of overseas returnees.
