【摘要】：合理分置校院兩級(jí)治理權(quán)力,構(gòu)建"院為實(shí)體"治理體系,是建設(shè)中國(guó)特色現(xiàn)代大學(xué)制度的重要路徑。從歷史和現(xiàn)實(shí)來(lái)看,我國(guó)研究型大學(xué)存在著校院兩級(jí)權(quán)責(zé)關(guān)系尚未理順、院系內(nèi)部治理水平尚不均衡、服務(wù)支撐體系尚待完善等問(wèn)題。從比較教育學(xué)的視角出發(fā),通過(guò)對(duì)中國(guó)和美國(guó)研究型大學(xué)在"歷史"和"制度"方面的探究和分析,我國(guó)高校在進(jìn)行"院為實(shí)體"改革時(shí)應(yīng)該做到三個(gè)"進(jìn)一步":進(jìn)一步確立權(quán)力下放、分權(quán)治理的校院兩級(jí)權(quán)力分配體系,進(jìn)一步強(qiáng)化以學(xué)術(shù)權(quán)力為主導(dǎo)的學(xué)院實(shí)體地位,進(jìn)一步完善校內(nèi)民主和社會(huì)監(jiān)督的民主管理體制。
[Abstract]:It is an important way to construct modern university system with Chinese characteristics. From the historical and realistic point of view, there are still some problems in the research universities of our country, such as the relationship between the two levels of power and responsibility has not been straightened out, the level of internal governance is not balanced, and the service supporting system remains to be perfected. From the perspective of comparative education, through the exploration and analysis of Chinese and American research universities in "history" and "system", When carrying out the reform of "institute as entity", colleges and universities in our country should do three "further": further establish the power distribution system of university and college with decentralization and decentralized governance, and further strengthen the status of college entity dominated by academic power. We will further improve the democratic management system of democracy and social supervision in schools.
