地方公立高校內(nèi)部治理中學(xué)生參與研究

【摘要】:近年來(lái),我國(guó)高等教育進(jìn)入快速發(fā)展階段。高等教育發(fā)展過(guò)程中,我國(guó)的社會(huì)經(jīng)濟(jì)發(fā)展也處在轉(zhuǎn)型期,并且它一直影響著高等教育的發(fā)展,具體來(lái)說(shuō)經(jīng)濟(jì)體制的改革和經(jīng)濟(jì)的發(fā)展促使高等教育民主化和大眾化。高等教育的發(fā)展趨勢(shì)促使其內(nèi)部管理制度的多方面變革并呈現(xiàn)進(jìn)一步的改革需求。這些變革和需求已經(jīng)并且必然引起高等院校組織內(nèi)部各方參與者對(duì)高等院校辦學(xué)的不同利益訴求。我國(guó)能否很好地滿(mǎn)足高校組織中各種利益群體的發(fā)展要求,這涉及到協(xié)調(diào)高校各種利益群體之間關(guān)系的重要管理問(wèn)題。本文從學(xué)生參與高校治理的角度,探討在高等教育轉(zhuǎn)型大背景中公立高校的治理如何保持學(xué)生需求與高校發(fā)展之間的關(guān)系平衡問(wèn)題。傳統(tǒng)的大學(xué)治理模式已經(jīng)不能適應(yīng)當(dāng)今經(jīng)濟(jì)和社會(huì)發(fā)展的需求,如何在新的社會(huì)環(huán)境中對(duì)學(xué)生參與高校治理進(jìn)行適應(yīng)性改革,是高校管理者亟需思索和解決的問(wèn)題。我國(guó)公立高校屬于事業(yè)單位,其運(yùn)行主要依靠政府撥款,長(zhǎng)久以來(lái)沿用政府管理體制,科層制特征明顯,教師和學(xué)生長(zhǎng)期處于被管理角色,且高校內(nèi)部行政權(quán)力一般高于強(qiáng)于學(xué)術(shù)權(quán)力,且行政權(quán)力的運(yùn)行長(zhǎng)期缺少必要的監(jiān)督與制約,權(quán)力運(yùn)行機(jī)制運(yùn)行非制度化。本文由五個(gè)部分組成。第一部分通過(guò)大量查閱文獻(xiàn),整理國(guó)內(nèi)外學(xué)者對(duì)學(xué)生參與高校治理問(wèn)題研究現(xiàn)狀,了解學(xué)生參與高校治理的歷史進(jìn)程、參與制度以及參與產(chǎn)生的影響力。在論述了研究方法的思路后,詳細(xì)論述了學(xué)生參加高校治理的理論依據(jù)——學(xué)生發(fā)展理論和多中心治理理論。第二部分立足高校治理轉(zhuǎn)型的背景,從現(xiàn)實(shí)背景和現(xiàn)有基礎(chǔ)角度分析公立高校學(xué)生參與治理的可行性。高等教育民主化和大眾化進(jìn)程激發(fā)了學(xué)生參與高校治理,國(guó)家和高校的支持使學(xué)生參與高校治理更有實(shí)踐意義。第三部分對(duì)河南兩所公立高校進(jìn)行問(wèn)卷調(diào)查,通過(guò)數(shù)據(jù)整理著重分析學(xué)生參與高校治理的現(xiàn)狀以及存在的問(wèn)題。第四部分著重分析美國(guó)、英國(guó)、德國(guó)公立高校中的學(xué)生參與治理的情況,西方發(fā)達(dá)國(guó)家的公立高校學(xué)生參與的先進(jìn)經(jīng)驗(yàn)給我國(guó)以啟發(fā),我國(guó)公立高?山梃b其先進(jìn)經(jīng)驗(yàn)。第五部分針對(duì)問(wèn)卷調(diào)查數(shù)據(jù)顯示出的問(wèn)題提出相對(duì)應(yīng)的措施,從國(guó)家、高校、學(xué)生三個(gè)角度對(duì)學(xué)生參與治理進(jìn)行全面完善,以推進(jìn)我國(guó)公立高校學(xué)生參與治理的進(jìn)程,促進(jìn)我國(guó)公立高校的平衡發(fā)展。
[Abstract]:In recent years, China's higher education has entered a stage of rapid development. In the course of the development of higher education, the social and economic development of our country is also in the transition period, and it has always influenced the development of higher education. Specifically, the reform of economic system and the development of economy promote the democratization and popularization of higher education. The development trend of higher education impels its internal management system to change in many aspects and presents further reform needs. These changes and demands have led to different interests of the participants in the organization of colleges and universities. Whether our country can well meet the development requirements of various interest groups in the university organization is related to the important management of coordinating the relationship between various interest groups in colleges and universities. From the point of view of students' participation in university governance, this paper discusses how to maintain the balance between students' needs and the development of colleges and universities in the context of the transformation of higher education. The traditional mode of university governance has not been able to meet the needs of economic and social development today. How to reform students' participation in university governance in the new social environment is an urgent problem for university administrators to think about and solve. Public universities in our country belong to public institutions, whose operation mainly depends on government funds. For a long time, the administrative system of the government has been followed, the characteristics of the subject hierarchy system are obvious, teachers and students have been in the role of being managed for a long time. Moreover, the internal administrative power in universities is generally higher than academic power, and the operation of administrative power lacks necessary supervision and restriction for a long time, and the running mechanism of power operation is not institutionalized. This paper consists of five parts. The first part through a large number of literature review, collate the domestic and foreign scholars on the status quo of student participation in university governance, understand the historical process of student participation in university governance, participation in the system and the impact of participation. After discussing the thinking of the research method, this paper discusses in detail the theoretical basis of students' participation in the governance of colleges and universities-the theory of student development and the theory of multi-center governance. The second part, based on the background of university governance transformation, analyzes the feasibility of public university students' participation in governance from the perspective of realistic background and existing basis. The process of democratization and popularization of higher education has inspired students to participate in the governance of colleges and universities, and the support of the state and universities has made it more practical for students to participate in the governance of colleges and universities. The third part carries on the questionnaire survey to two public colleges and universities in Henan Province, analyzes the present situation and the existing problems of the students' participation in the university governance through the data collation. The fourth part focuses on the analysis of the situation of students' participation in governance in public universities in the United States, Britain and Germany. The advanced experience of participating in public universities in developed countries enlightens our country, and the public universities in our country can learn from their advanced experiences. In the fifth part, the author puts forward the corresponding measures to solve the problems in the questionnaire survey data, which can improve the students' participation in governance from three angles: the country, the university and the students, so as to promote the process of the students' participation in governance in our public universities. To promote the balanced development of public universities in China.
