質(zhì)量管理視閾下思想政治教育決策研究

【摘要】:近些年黨和國家越來越重視思想政治教育質(zhì)量問題,多次以不同形式要求不斷提升思想政治教育質(zhì)量。思想政治教育決策是思想政治教育的起始環(huán)節(jié)和重要組成部分,提高思想政治教育決策質(zhì)量是提升思想政治教育質(zhì)量的首要任務(wù)和重要保障。思想政治教育決策是思想政治教育決策者為了快速達(dá)成預(yù)定的目標(biāo)、及時解決存在的問題或有效預(yù)防不利因素的發(fā)生,采用一定的理論和方法對思想政治教育決策信息進(jìn)行分析、判斷后制訂若干個方案,并對這些方案進(jìn)行評估后從中選擇最佳的一個或一組方案進(jìn)行實(shí)施完善的過程。針對當(dāng)前思想政治教育決策中存在的一些問題,包括決策者自身素質(zhì)不過硬、決策目標(biāo)籠統(tǒng)不具體、決策方案時效性不強(qiáng)、決策監(jiān)督反饋制度和決策問責(zé)制度有待完善和決策方法創(chuàng)新性有待提高等。本論文在借鑒質(zhì)量管理相關(guān)理論和方法的基礎(chǔ)上,采用案例論證法、邏輯演繹法和文獻(xiàn)綜述法等研究方法就影響思想政治教育決策質(zhì)量的要素進(jìn)行了分析和論證。提出為了不斷提高思想政治教育決策質(zhì)量必須要優(yōu)化決策者結(jié)構(gòu)、規(guī)范決策程序、完善決策制度和創(chuàng)新決策方法的觀點(diǎn)。文章主要分為以下四個章節(jié):第一章主要介紹了選題來源、研究意義、國內(nèi)外研究綜述、研究思路與方法和研究創(chuàng)新點(diǎn)。第二章主要介紹思想政治教育決策質(zhì)量的定義和內(nèi)涵以及研究的理論依據(jù)。第三章主要是利用大學(xué)生抵制日貨游行、藥家鑫事件、延安整風(fēng)運(yùn)動和向雷鋒同志學(xué)習(xí)活動四個案例分析論證影響思想政治教育決策質(zhì)量的要素。第四章主要是從優(yōu)化決策者結(jié)構(gòu)、規(guī)范決策程序、完善決策制度和創(chuàng)新決策方法四個方面提升思想政治教育決策質(zhì)量。
[Abstract]:In recent years, the Party and government pay more and more attention to the quality of ideological and political education, and constantly improve the quality of ideological and political education in different forms. The decision-making of ideological and political education is the starting link and an important part of ideological and political education. Improving the quality of decision-making of ideological and political education is the primary task and important guarantee to improve the quality of ideological and political education. The decision making of ideological and political education refers to the decision makers of ideological and political education to solve the existing problems or effectively prevent the occurrence of unfavorable factors in order to reach the predetermined goal quickly. The decision information of ideological and political education is analyzed by using certain theories and methods, and several schemes are made after judgment, and the best one or a group of schemes is selected to carry out the perfect process after the evaluation of these schemes. In view of the problems existing in the current decision-making of ideological and political education, including the poor quality of the decision makers themselves, the general and unspecific objectives of the decision making, the lack of timeliness of the decision-making schemes, The decision-making supervision feedback system and decision-making accountability system need to be improved and the innovation of decision methods need to be improved. Based on the relevant theories and methods of quality management, this paper analyzes and demonstrates the factors that affect the quality of ideological and political education decision-making by the methods of case study, logical deduction and literature review. In order to improve the quality of decision making in ideological and political education, it is necessary to optimize the structure of decision makers, standardize the decision-making procedure, perfect the decision-making system and innovate the decision-making methods in order to improve the decision quality of ideological and political education. The article is divided into the following four chapters: the first chapter mainly introduces the source of the topic, research significance, domestic and foreign research review, research ideas and methods and research innovation. The second chapter mainly introduces the definition and connotation of decision-making quality of ideological and political education and the theoretical basis of the research. The third chapter mainly uses the college students to boycott the Japanese goods march, the Yao Jiaxin event, the Yan'an rectification movement and the study activity from Comrade Lei Feng four case analysis demonstration influence ideological and political education decision-making quality factor. The fourth chapter is to improve the quality of ideological and political education decision-making from four aspects: optimizing the structure of decision makers, standardizing decision-making procedures, perfecting the decision-making system and innovating decision-making methods.
