河南省地方本科院校轉型發(fā)展研究

【摘要】:在全面建成小康社會的重要時期,人才是我國社會經(jīng)濟發(fā)展的內在驅動力。地方本科院校作為高等教育的中堅力量,與國家的發(fā)展和人民的命運緊緊聯(lián)系在了一起。隨著國務院出臺了關于支持河南省加快建設中原經(jīng)濟區(qū)的指導意見,河南省的社會經(jīng)濟發(fā)展進入至關重要的發(fā)展時期,工業(yè)化進程的加快促進了經(jīng)濟發(fā)展方式的轉變并對河南省高等教育結構提出了新的要求。人才培養(yǎng)結構是否契合產(chǎn)業(yè)轉型升級的需要,直接關系到河南省經(jīng)濟增長的新態(tài)勢。為了完成產(chǎn)業(yè)結構的戰(zhàn)略性調整,構建現(xiàn)代產(chǎn)業(yè)發(fā)展的新體系,實現(xiàn)從人口大省成長為人才強省,河南省啟動了地方本科院校轉型發(fā)展的相關工作,力求通過優(yōu)化河南省高等教育結構,促進河南省經(jīng)濟發(fā)展的良性循環(huán)。本文從河南省地方本科院校發(fā)展困境與轉型訴求著手,提出河南省地方本科院校目前發(fā)展中存在結構性失衡、基礎薄弱、人才培養(yǎng)質量不高等問題,反映出河南省社會經(jīng)濟產(chǎn)業(yè)轉型升級以及地方本科院校自身發(fā)展的需要迫切要求河南省地方本科院校進行科學轉型發(fā)展;诮梃b美國、英國、德國、法國等國外應用型大學人才培養(yǎng)的經(jīng)驗的基礎上,運用文獻分析法、歷史研究法和訪談法對河南省地方本科院校轉型發(fā)展的現(xiàn)狀進行調研后從三個部分分別對河南省地方本科院校轉型發(fā)展提出了對策和建議。首先從呼喚頂層設計變革來看,要求出臺相應的法律法規(guī)政策引導轉型發(fā)展;進一步對學校簡政放權;促進產(chǎn)學研深入合作;不斷優(yōu)化資金配置。其次針對地區(qū)區(qū)域內企業(yè)深度參與來說,要做到以人才需求為導向服務地方經(jīng)濟發(fā)展;整合資源構建實訓基地;企事業(yè)單位積極融入學校師資隊伍建設中。再次,就地方本科院校自身發(fā)展而言,要做到多角度轉型發(fā)展,應該以下幾個方面入手,調整人才培養(yǎng)模式;優(yōu)化專業(yè)結構;保障師資隊伍建設;引進評價機制;加強應用型研發(fā)創(chuàng)新;對轉型發(fā)展工作進行經(jīng)驗總結及借鑒。希望透過本研究能對河南省地方本科轉型發(fā)展工作的進一步開展提供有價值的參考。
[Abstract]:In the important period of building a well-off society in an all-round way, talents are the internal driving force of our country's social and economic development. As the backbone of higher education, local colleges and universities are closely linked with the development of the country and the destiny of the people. With the State Council's guidance on supporting Henan Province to speed up the construction of the Central Plains Economic Zone, the social and economic development of Henan Province has entered a crucial period of development. The acceleration of industrialization has promoted the transformation of the mode of economic development and put forward new requirements for the structure of higher education in Henan Province. Whether the talent training structure meets the needs of industrial transformation and upgrading is directly related to the new situation of economic growth in Henan Province. In order to complete the strategic adjustment of the industrial structure, construct a new system of modern industrial development, and realize the growth from a large population province to a strong province with strong talents, Henan Province has initiated the relevant work on the transformation and development of local undergraduate colleges and universities. To optimize the structure of higher education in Henan Province, promote the sound cycle of economic development in Henan Province. Starting from the difficulties and demands of transformation in the development of local colleges and universities in Henan Province, this paper points out that there are some problems in the development of local colleges and universities in Henan Province, such as structural imbalance, weak foundation, low quality of talent training, and so on. It reflects the need of the transformation and upgrading of social economy industry and the development of local colleges and universities in Henan Province, which urgently demands the scientific transformation and development of local colleges and universities in Henan Province. On the basis of drawing lessons from the experience of foreign applied universities such as the United States, Britain, Germany, France, and so on, this paper applies the literature analysis method. After investigating the current situation of the transformation and development of the local undergraduate colleges in Henan Province, the historical research method and the interview method put forward the countermeasures and suggestions from three parts respectively to the transformation and development of the local undergraduate colleges in Henan Province. First of all, from the call for top-level design reform, it requires the introduction of corresponding laws, regulations and policies to guide the transformation and development; further decentralization of power to schools; promote in-depth cooperation between industry, education and research; and continue to optimize the allocation of funds. Secondly, aiming at the deep participation of enterprises in the region, we should take talent demand as the guide to serve the local economic development; integrate resources to build a training base; enterprises and institutions actively integrate into the construction of school teachers. Thirdly, as far as the development of local undergraduate colleges is concerned, in order to achieve multi-angle transformation and development, we should start with the following aspects: adjust the training mode of talents; optimize the professional structure; ensure the construction of teachers; introduce evaluation mechanism; Strengthen the innovation of applied R & D; summarize and learn from the work of transformation and development. It is hoped that this study can provide a valuable reference for the further development of the transformation and development of local undergraduate courses in Henan Province.
