【摘要】：高校科技成果轉(zhuǎn)化是當(dāng)前學(xué)術(shù)界的一個(gè)重要議題,大量的高�？萍汲晒唛w,難以實(shí)現(xiàn)轉(zhuǎn)化的背后是“科研經(jīng)費(fèi)投入多、研發(fā)周期長(zhǎng)、缺乏市場(chǎng)導(dǎo)向”等一系列阻礙,要解決這些問(wèn)題,需要投資者具備優(yōu)秀的風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)控制和風(fēng)險(xiǎn)承受能力,這使得一般企業(yè)望而卻步,造成了科研的“孤島效應(yīng)”。技術(shù)路線圖是一種具有柔性化及動(dòng)態(tài)特征的新型管理工具。在推動(dòng)高�？萍汲晒D(zhuǎn)化過(guò)程中,運(yùn)用技術(shù)路線圖的思維和方法,有助于把握科技成果轉(zhuǎn)化中存在的問(wèn)題,進(jìn)而識(shí)別成果轉(zhuǎn)化風(fēng)險(xiǎn),降低轉(zhuǎn)化風(fēng)險(xiǎn),最終提高科技成果轉(zhuǎn)化率。本文以基于技術(shù)路線圖的高�？萍汲晒D(zhuǎn)化風(fēng)險(xiǎn)管理為研究對(duì)象,以技術(shù)路線圖的基本原理為切入點(diǎn),在對(duì)技術(shù)路線圖、高校科技成果轉(zhuǎn)化、風(fēng)險(xiǎn)管理等的理論進(jìn)行定性分析的基礎(chǔ)上,引入等級(jí)全息模型,構(gòu)建基于技術(shù)路線圖的高�？萍汲晒D(zhuǎn)化風(fēng)險(xiǎn)管理體系,借助模型來(lái)評(píng)價(jià)風(fēng)險(xiǎn),最后運(yùn)用實(shí)際案例對(duì)風(fēng)險(xiǎn)管理體系的可行性進(jìn)行了實(shí)證分析。本研究作為一個(gè)跨學(xué)科研究,結(jié)合管理學(xué)、技術(shù)創(chuàng)新學(xué)、運(yùn)籌學(xué)等多種相關(guān)學(xué)科的理論,對(duì)技術(shù)路線圖方法以及高�？萍汲晒D(zhuǎn)化的風(fēng)險(xiǎn)管理的內(nèi)涵、特征、影響因素等方面進(jìn)行深入分析,構(gòu)建了科技成果轉(zhuǎn)化風(fēng)險(xiǎn)管理體系的理論框架,實(shí)現(xiàn)技術(shù)路線圖方法與企業(yè)轉(zhuǎn)化高�？萍汲晒L(fēng)險(xiǎn)管理理論的有機(jī)結(jié)合,拓展技術(shù)路線圖管理及企業(yè)轉(zhuǎn)化科技成果風(fēng)險(xiǎn)管理的視角,具有重要的理論意義。同時(shí),為采用技術(shù)路線圖方法開展高�？萍汲晒D(zhuǎn)化的企業(yè)提供風(fēng)險(xiǎn)管理指導(dǎo)及借鑒,具有現(xiàn)實(shí)意義。
[Abstract]:The transformation of scientific and technological achievements in colleges and universities is an important topic in current academic circles. A large number of scientific and technological achievements in colleges and universities have been shelved. The obstacles behind the transformation are such as "the amount of scientific research funds invested, the long period of research and development, the lack of market orientation," and so on. To solve these problems, investors need to have excellent risk identification, risk control and risk bearing capacity, which makes the general enterprises to be deterred, resulting in the "isolated island effect" of scientific research. Technology roadmap is a new management tool with flexible and dynamic characteristics. In the process of promoting the transformation of scientific and technological achievements in colleges and universities, it is helpful to grasp the problems existing in the transformation of scientific and technological achievements by using the thinking and method of technology roadmap, and then to identify the risks of transformation of scientific and technological achievements, to reduce the risks of transformation, and finally to increase the conversion rate of scientific and This paper takes the risk management of university scientific and technological achievements transformation based on the technology road map as the research object, taking the basic principle of the technology road map as the breakthrough point, and taking the technology road map, the university science and technology achievement transformation as the starting point, Based on the qualitative analysis of the theory of risk management, this paper introduces the hierarchical holographic model to construct the risk management system for the transformation of scientific and technological achievements in colleges and universities based on the technology roadmap, and evaluates the risk with the help of the model. Finally, the feasibility of the risk management system is empirically analyzed with practical cases. This study, as an interdisciplinary study, combines the theories of management, technological innovation, operational research and other related disciplines, and the connotation and characteristics of the technology roadmap method and the risk management of the transformation of scientific and technological achievements in colleges and universities. Based on the deep analysis of the influencing factors, the theoretical framework of the risk management system for the transformation of scientific and technological achievements is constructed, and the organic combination of the technology roadmap method and the risk management theory of the enterprise transformation of the scientific and technological achievements in colleges and universities is realized. It is of great theoretical significance to expand the perspective of technology roadmap management and risk management for enterprise transformation of scientific and technological achievements. At the same time, it is of practical significance to provide risk management guidance and reference for enterprises that adopt the technology roadmap method to carry out the transformation of scientific and technological achievements in colleges and universities.
