英國卓越教師培養(yǎng)的政策保障及模式研究

【摘要】:在對提升教育期望的日漸迫切的今天,基礎教育的革新對老師的職業(yè)素養(yǎng)和老師的培養(yǎng)培訓提出更高的要求,社會對于卓越老師的呼聲越來越熱烈。優(yōu)秀的老師作為推動教育革新、完善教師實踐的中流砥柱,培養(yǎng)優(yōu)秀的老師從根本上說是提升高等教育的水平。二零一零年,我國教育部大力施行“卓越老師培養(yǎng)計劃”,目的在于革新大學老師教育的培育模式,推動拔尖創(chuàng)新型人才的產(chǎn)生。最近幾年,英國對優(yōu)秀老師的培訓已經(jīng)由價值層面轉(zhuǎn)向?qū)嵺`層面,卓越老師的涵義也逐漸變得更加深刻,也成為引導優(yōu)秀老師培養(yǎng)的指向標。二零零四年,英國著手施行“卓越老師培育計劃”,以優(yōu)秀老師為培育對象,推動他們快速地成長為卓越的老師,而且還能夠帶動其他老師專業(yè)成長水平的提升。根據(jù)調(diào)查顯示,該項目還取得了良好的成果。受訓的老師在很大程度上提升了教學水平,使得學生的學習效果有了明顯改善。卓越老師的教育政策的實行不能缺少政府和有關教育機構(gòu)的鼓勵和支持,本研究主要通過文獻分析法、政策分析法何個案分析法對英國的卓越老師的培養(yǎng)實踐進行探析,以英國教育文本的探討為原點,從卓越老師政策的內(nèi)容及施行效果等方面進行探究,并以英國倫敦大學教育學院的教師培育為例進行實踐探索,期望給予我國卓越老師的培育一定的啟示。本研究去掉“緒論”和“結(jié)論”外共分成四個大章節(jié):第1部分論述了英國優(yōu)秀老師培育的理論基礎;第2部分主要對英國教育政策文本的解讀,從政策的文本內(nèi)容及施行的成效得出英國卓越教師培養(yǎng)的標準、課程和資助體系;第3部分以英國倫敦大學的教育學院(IOE)為例,描述了英國卓越老師培育的實踐探索;第4部分論述了英國卓越老師培養(yǎng)所蘊涵的啟示,并提出相關建議:建立科學合理的標準;國家提供充足的經(jīng)費支持;拓寬老師的生源;合理調(diào)節(jié)國家、市場、第三部門及中小學之間的聯(lián)系等對建立我國卓越老師和高水平的教師隊伍有極大的借鑒意義。
[Abstract]:Today, with the increasing urgency of raising educational expectations, the innovation of basic education has put forward higher requirements for teachers' professional accomplishment and teacher training, and the society is becoming more and more enthusiastic about the voice of outstanding teachers. Excellent teachers are the mainstay of promoting educational innovation, perfecting teachers' practice, and cultivating excellent teachers is fundamentally to improve the level of higher education. In 2010, China's Ministry of Education vigorously implemented the "excellent teacher training Program", the purpose of which is to reform the cultivation mode of college teachers' education and to promote the generation of top-notch and innovative talents. In recent years, the training of excellent teachers in Britain has changed from the value level to the practical level, and the meaning of excellent teachers has gradually become more profound, and has become the guide to guide the cultivation of excellent teachers. In 2004, the UK launched the "teacher Excellence training Scheme", which aims to promote the rapid development of excellent teachers and promote the professional development of other teachers. According to the survey, the project also achieved good results. The trained teachers greatly improved the teaching level and the students'learning effect. The implementation of the education policy of outstanding teachers can not be without the encouragement and support of the government and relevant educational institutions. This study mainly analyzes the training practice of outstanding teachers in Britain through the methods of literature analysis, policy analysis and case analysis. Taking the discussion of British educational text as the origin, this paper probes into the content and implementation effect of the excellent teacher policy, and takes the teacher cultivation of the University of London School of Education as an example to carry on the practical exploration. The author expects to give some enlightenment to the cultivation of outstanding teachers in our country. This study is divided into four chapters without introduction and conclusion: the first part discusses the theoretical basis for the cultivation of excellent teachers in Britain, the second part mainly explains the text of British education policy. From the content of the policy and the effect of its implementation, the paper draws the standards, curriculum and funding system for the training of outstanding teachers in the UK. Part 3 takes the College of Education at the University of London as an example to describe the practical exploration of the cultivation of outstanding teachers in the United Kingdom. The fourth part discusses the implications of the training of outstanding teachers in the United Kingdom, and puts forward relevant suggestions: to establish scientific and reasonable standards; to provide adequate financial support; to broaden the source of teachers; to regulate the country, the market, and so on. The relationship between the third sector and primary and secondary schools is of great significance to the establishment of our country's excellent teachers and high-level teachers.
