英國(guó)卓越教師培養(yǎng)的政策保障及模式研究

【摘要】:在對(duì)提升教育期望的日漸迫切的今天,基礎(chǔ)教育的革新對(duì)老師的職業(yè)素養(yǎng)和老師的培養(yǎng)培訓(xùn)提出更高的要求,社會(huì)對(duì)于卓越老師的呼聲越來(lái)越熱烈。優(yōu)秀的老師作為推動(dòng)教育革新、完善教師實(shí)踐的中流砥柱,培養(yǎng)優(yōu)秀的老師從根本上說(shuō)是提升高等教育的水平。二零一零年,我國(guó)教育部大力施行“卓越老師培養(yǎng)計(jì)劃”,目的在于革新大學(xué)老師教育的培育模式,推動(dòng)拔尖創(chuàng)新型人才的產(chǎn)生。最近幾年,英國(guó)對(duì)優(yōu)秀老師的培訓(xùn)已經(jīng)由價(jià)值層面轉(zhuǎn)向?qū)嵺`層面,卓越老師的涵義也逐漸變得更加深刻,也成為引導(dǎo)優(yōu)秀老師培養(yǎng)的指向標(biāo)。二零零四年,英國(guó)著手施行“卓越老師培育計(jì)劃”,以?xún)?yōu)秀老師為培育對(duì)象,推動(dòng)他們快速地成長(zhǎng)為卓越的老師,而且還能夠帶動(dòng)其他老師專(zhuān)業(yè)成長(zhǎng)水平的提升。根據(jù)調(diào)查顯示,該項(xiàng)目還取得了良好的成果。受訓(xùn)的老師在很大程度上提升了教學(xué)水平,使得學(xué)生的學(xué)習(xí)效果有了明顯改善。卓越老師的教育政策的實(shí)行不能缺少政府和有關(guān)教育機(jī)構(gòu)的鼓勵(lì)和支持,本研究主要通過(guò)文獻(xiàn)分析法、政策分析法何個(gè)案分析法對(duì)英國(guó)的卓越老師的培養(yǎng)實(shí)踐進(jìn)行探析,以英國(guó)教育文本的探討為原點(diǎn),從卓越老師政策的內(nèi)容及施行效果等方面進(jìn)行探究,并以英國(guó)倫敦大學(xué)教育學(xué)院的教師培育為例進(jìn)行實(shí)踐探索,期望給予我國(guó)卓越老師的培育一定的啟示。本研究去掉“緒論”和“結(jié)論”外共分成四個(gè)大章節(jié):第1部分論述了英國(guó)優(yōu)秀老師培育的理論基礎(chǔ);第2部分主要對(duì)英國(guó)教育政策文本的解讀,從政策的文本內(nèi)容及施行的成效得出英國(guó)卓越教師培養(yǎng)的標(biāo)準(zhǔn)、課程和資助體系;第3部分以英國(guó)倫敦大學(xué)的教育學(xué)院(IOE)為例,描述了英國(guó)卓越老師培育的實(shí)踐探索;第4部分論述了英國(guó)卓越老師培養(yǎng)所蘊(yùn)涵的啟示,并提出相關(guān)建議:建立科學(xué)合理的標(biāo)準(zhǔn);國(guó)家提供充足的經(jīng)費(fèi)支持;拓寬老師的生源;合理調(diào)節(jié)國(guó)家、市場(chǎng)、第三部門(mén)及中小學(xué)之間的聯(lián)系等對(duì)建立我國(guó)卓越老師和高水平的教師隊(duì)伍有極大的借鑒意義。
[Abstract]:Today, with the increasing urgency of raising educational expectations, the innovation of basic education has put forward higher requirements for teachers' professional accomplishment and teacher training, and the society is becoming more and more enthusiastic about the voice of outstanding teachers. Excellent teachers are the mainstay of promoting educational innovation, perfecting teachers' practice, and cultivating excellent teachers is fundamentally to improve the level of higher education. In 2010, China's Ministry of Education vigorously implemented the "excellent teacher training Program", the purpose of which is to reform the cultivation mode of college teachers' education and to promote the generation of top-notch and innovative talents. In recent years, the training of excellent teachers in Britain has changed from the value level to the practical level, and the meaning of excellent teachers has gradually become more profound, and has become the guide to guide the cultivation of excellent teachers. In 2004, the UK launched the "teacher Excellence training Scheme", which aims to promote the rapid development of excellent teachers and promote the professional development of other teachers. According to the survey, the project also achieved good results. The trained teachers greatly improved the teaching level and the students'learning effect. The implementation of the education policy of outstanding teachers can not be without the encouragement and support of the government and relevant educational institutions. This study mainly analyzes the training practice of outstanding teachers in Britain through the methods of literature analysis, policy analysis and case analysis. Taking the discussion of British educational text as the origin, this paper probes into the content and implementation effect of the excellent teacher policy, and takes the teacher cultivation of the University of London School of Education as an example to carry on the practical exploration. The author expects to give some enlightenment to the cultivation of outstanding teachers in our country. This study is divided into four chapters without introduction and conclusion: the first part discusses the theoretical basis for the cultivation of excellent teachers in Britain, the second part mainly explains the text of British education policy. From the content of the policy and the effect of its implementation, the paper draws the standards, curriculum and funding system for the training of outstanding teachers in the UK. Part 3 takes the College of Education at the University of London as an example to describe the practical exploration of the cultivation of outstanding teachers in the United Kingdom. The fourth part discusses the implications of the training of outstanding teachers in the United Kingdom, and puts forward relevant suggestions: to establish scientific and reasonable standards; to provide adequate financial support; to broaden the source of teachers; to regulate the country, the market, and so on. The relationship between the third sector and primary and secondary schools is of great significance to the establishment of our country's excellent teachers and high-level teachers.
