【摘要】：促進(jìn)大學(xué)外部治理的邏輯轉(zhuǎn)換,核心是樹立多元整合的治理理念、確立結(jié)構(gòu)優(yōu)化的制度框架以及建立良性互動的運(yùn)行機(jī)制�；诖髮W(xué)外部治理的國際經(jīng)驗和國內(nèi)現(xiàn)實,應(yīng)該建立有各大學(xué)利益主體切實參與、作用空間的治理結(jié)構(gòu),調(diào)整及規(guī)范治理結(jié)構(gòu)中不同主體的利益、角色與職責(zé)。有必要在全國層面上形成總體的規(guī)劃和戰(zhàn)略目標(biāo),構(gòu)建權(quán)責(zé)分擔(dān)、良法善治、外部評估以及信息公開的機(jī)制,為不同利益訴求在大學(xué)公共權(quán)力結(jié)構(gòu)中的有效表達(dá),提供合法性、制度性和程序性的框架,以增強(qiáng)改革的系統(tǒng)性、整體性和協(xié)同性。
[Abstract]:To promote the logical transformation of university external governance, the core is to set up the concept of pluralistic and integrated governance, to establish the institutional framework of structural optimization and to establish a benign and interactive operating mechanism. Based on the international experience of university external governance and the domestic reality, it is necessary to establish the governance structure with the participation of various university stakeholders, the space for action, and the adjustment and regulation of the interests, roles and responsibilities of different subjects in the governance structure. It is necessary to form an overall planning and strategic goal at the national level, to establish a mechanism of sharing power and responsibility, good governance of good law, external evaluation and information disclosure, so as to provide legitimacy for the effective expression of different interests in the public power structure of universities. Institutional and procedural frameworks to enhance the systemic, holistic and synergistic nature of the reform.
