【摘要】:教育對(duì)經(jīng)濟(jì)發(fā)展具有促進(jìn)作用,已廣泛為人們所認(rèn)同。隨著我國(guó)高等教育大眾化進(jìn)程的不斷推進(jìn),高等教育得到了飛速的發(fā)展,地方普通本科院校應(yīng)運(yùn)而生,為經(jīng)濟(jì)社會(huì)的高速發(fā)展提供了源泉和動(dòng)力,但是在我國(guó)經(jīng)濟(jì)發(fā)展邁入“新常態(tài)”,進(jìn)入新的發(fā)展階段,經(jīng)濟(jì)結(jié)構(gòu)不斷優(yōu)化升級(jí),創(chuàng)新驅(qū)動(dòng)成為經(jīng)濟(jì)社會(huì)發(fā)展的新驅(qū)動(dòng)方式,高質(zhì)量成為經(jīng)濟(jì)社會(huì)發(fā)展的新要求,高層次技術(shù)技能型人才成為經(jīng)濟(jì)社會(huì)發(fā)展的必然需求,地方普通本科院校對(duì)我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的驅(qū)動(dòng)作用正在逐漸減弱,甚至漸漸轉(zhuǎn)變?yōu)樽璧K我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的反作用力,就業(yè)結(jié)構(gòu)性矛盾突出,企業(yè)“用工荒”與高校畢業(yè)生“就業(yè)難”并存。國(guó)家審時(shí)度勢(shì)提出引導(dǎo)一批普通本科院校向應(yīng)用型技術(shù)高校轉(zhuǎn)型的戰(zhàn)略決策。文章圍繞這一戰(zhàn)略發(fā)展目標(biāo)展開研究,在對(duì)地方普通本科院校轉(zhuǎn)型現(xiàn)狀、困境、必要性和可行性具體剖析的基礎(chǔ)上,提出地方普通本科院校轉(zhuǎn)型的對(duì)策建議,以期促進(jìn)地方普通本科院校的順利轉(zhuǎn)型,培養(yǎng)符合地方經(jīng)濟(jì)社會(huì)發(fā)展所需的高層次技術(shù)技能型人才,緩解就業(yè)結(jié)構(gòu)性矛盾,提高就業(yè)質(zhì)量,提高經(jīng)濟(jì)發(fā)展質(zhì)量,實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展的平衡性、包容性和持續(xù)性。文章研究?jī)?nèi)容主要分為五部分:第一部分,論述了地方普通本科院校轉(zhuǎn)型的背景,對(duì)國(guó)內(nèi)外高校轉(zhuǎn)型狀況做出歸納梳理,構(gòu)建文章研究思路。第二部分,闡述了地方普通本科院校轉(zhuǎn)型相關(guān)概念和理論基礎(chǔ)。第三部分,對(duì)我國(guó)地方普通本院校轉(zhuǎn)型做出詳細(xì)分析研究,從教育與經(jīng)濟(jì)發(fā)展的相關(guān)性入手,通過(guò)“成長(zhǎng)上限”系統(tǒng)基模做出理論分析,對(duì)我國(guó)地方普通本科院校轉(zhuǎn)型的現(xiàn)狀、困境、必要性和可行性進(jìn)行具體剖析。第四部分,介紹德國(guó)應(yīng)用科學(xué)大學(xué)的成功經(jīng)驗(yàn),以期對(duì)我國(guó)地方普通本科院校的轉(zhuǎn)型提供借鑒意見。第五部分,結(jié)合文章分析,依據(jù)國(guó)家有關(guān)政策規(guī)劃,從政府層面、學(xué)校層面和企業(yè)層面提出我國(guó)地方普通本科院校轉(zhuǎn)型的相關(guān)對(duì)策建議。最后,對(duì)文章的主要研究?jī)?nèi)容、不足之處、以及展望做出總結(jié)。
[Abstract]:Education has a promoting effect on economic development, which has been widely recognized by people. With the continuous promotion of the popularization of higher education in China, higher education has been rapidly developed, local ordinary undergraduate colleges have emerged as the times require, which provides a source and power for the rapid development of economic and social. However, the economic development of our country has entered the "new normal" and entered a new stage of development, the economic structure has been continuously optimized and upgraded, the innovation drive has become the new driving mode of economic and social development, and the high quality has become the new requirement of the economic and social development. High-level technical talents have become an inevitable demand for economic and social development. The driving force of local colleges and universities on China's economic and social development is gradually weakening, and even gradually changing into a counterforce that hinders the economic and social development of our country. The structural contradiction of employment is prominent, the employment shortage of enterprises and the employment difficulty of college graduates coexist. According to the current situation, the state puts forward the strategic decision to guide a group of colleges and universities to transform into applied technology colleges. Based on the detailed analysis of the status quo, predicament, necessity and feasibility of the transformation of local ordinary undergraduate colleges, the paper puts forward the countermeasures and suggestions for the transformation of local ordinary undergraduate colleges and universities. In order to promote the smooth transformation of local ordinary undergraduate colleges and universities, train high-level skilled talents that meet the needs of local economic and social development, alleviate the structural contradiction of employment, improve the quality of employment and improve the quality of economic development. To achieve the balance of economic development, inclusiveness and sustainability. The content of this paper is divided into five parts: the first part discusses the background of the transformation of local ordinary colleges and universities, summarizes and combs the transformation situation of domestic and foreign universities, and constructs the research ideas of the article. The second part, elaborated the local ordinary undergraduate college transformation related concept and the theory foundation. The third part makes a detailed analysis and research on the transformation of local ordinary colleges and universities in our country, starting with the correlation between education and economic development, through the theoretical analysis of the basic model of "growth upper limit" system, the paper makes a theoretical analysis on the status quo of the transformation of local ordinary undergraduate colleges in China. Difficult position, necessity and feasibility are analyzed in detail. The fourth part introduces the successful experience of German University of Applied Science in order to provide reference for the transformation of local universities. The fifth part, combined with the analysis of the article, according to the relevant national policy planning, from the government level, the school level and the enterprise level to put forward the local ordinary undergraduate colleges and universities transformation of the relevant countermeasures. Finally, the main research content, shortcomings, and prospects are summarized.
