遼寧省高校畢業(yè)生的就業(yè)促進政策研究

【摘要】:高校畢業(yè)生就業(yè)問題是近幾年比較突出的社會熱點問題,作為有著傳統(tǒng)的重工業(yè)發(fā)展歷史背景的遼寧省來說,隨著國家的經(jīng)濟建設(shè)轉(zhuǎn)型,遼寧省的經(jīng)濟發(fā)展進入了轉(zhuǎn)型階段,就業(yè)人才市場中對于人才的需求和供給也相應(yīng)地發(fā)生了變化,針對這一形勢,遼寧省委省政府也相繼出臺了關(guān)于推進高校畢業(yè)生就業(yè)的政策。遼寧省內(nèi)高等院校多,主要分布在沈陽和大連兩市,每年應(yīng)屆畢業(yè)生規(guī)模數(shù)量大,就業(yè)難自然成為了人們關(guān)心的熱點問題。論文從遼寧省高校畢業(yè)生就業(yè)促進政策的實施現(xiàn)狀入手,在對政策實施現(xiàn)狀進行描述性分析基礎(chǔ)上,又通過對遼寧省高校畢業(yè)生就業(yè)促進政策的梳理和歸納,具體詮釋了遼寧省高校畢業(yè)生就業(yè)促進政策存在的諸如政策落實不到位,就業(yè)條件限制多,政策體系碎片化等問題是制約就業(yè)促進政策落實的掣肘所在,進而研究得出了完善遼寧省高校畢業(yè)生就業(yè)促進政策的對策建議,即在政策自身建設(shè)、監(jiān)管機制和服務(wù)手段上完善管理措施。論文通過對遼寧省高校畢業(yè)生就業(yè)促進政策的研究,鼓勵和幫助更多的大學(xué)畢業(yè)生快速走入社會,進入就業(yè)崗位,為國家的經(jīng)濟發(fā)展和社會進步貢獻更多的力量。同時,也能夠為其它省市的高校畢業(yè)生就業(yè)政策的發(fā)展提供更多的借鑒和幫助。
[Abstract]:The employment of college graduates is a hot social issue in recent years. As a historical background of traditional heavy industry development, Liaoning Province has entered a transitional stage with the transformation of national economic construction. The demand and supply of talents in the employment market have changed accordingly. In view of this situation, the provincial government of Liaoning Province has issued policies to promote the employment of college graduates one after another. There are many colleges and universities in Liaoning Province, mainly distributed in Shenyang and Dalian. Because of the large number of fresh graduates every year, the difficulty of obtaining employment has naturally become a hot issue that people pay attention to. This paper starts with the actualization status of employment promotion policy for college graduates in Liaoning Province, on the basis of descriptive analysis of the policy implementation status, and through combing and summing up the employment promotion policy of college graduates in Liaoning Province. It explains the problems of the employment promotion policy of college graduates in Liaoning Province, such as the lack of policy implementation, the restrictions on employment conditions, the fragmentation of policy system, and so on, which are the constraints to the implementation of employment promotion policies. Then, the author puts forward the countermeasures and suggestions to improve the employment promotion policy of college graduates in Liaoning Province, that is, to perfect the management measures on the construction of the policy itself, the supervision mechanism and the service means. Through the research on the employment promotion policy of college graduates in Liaoning Province, this paper encourages and helps more college graduates to enter the society quickly, enter the employment position, and contribute more strength to the country's economic development and social progress. At the same time, it can provide more reference and help for the development of employment policy of college graduates in other provinces and cities.
