面向安全領(lǐng)域的情報(bào)學(xué)課程探析

【摘要】:國(guó)家安全面臨的問(wèn)題是多樣的,即在面臨各種傳統(tǒng)安全問(wèn)題的同時(shí),還必須應(yīng)對(duì)非傳統(tǒng)安全威脅。情報(bào)服務(wù)于國(guó)家安全戰(zhàn)略的需求要求情報(bào)學(xué)既要為安全領(lǐng)域的情報(bào)工作實(shí)踐提供相應(yīng)的理論支撐,也要為面向安全的情報(bào)專業(yè)人才的培養(yǎng)提供支撐。本文以情報(bào)教育為切入點(diǎn),從專業(yè)情報(bào)人才培養(yǎng)院校、情報(bào)界培訓(xùn)機(jī)構(gòu)、情報(bào)界聯(lián)合地方大學(xué)、開設(shè)情報(bào)類課程的地方大學(xué)四類教育主體對(duì)美國(guó)情報(bào)學(xué)課程體系進(jìn)行調(diào)研,發(fā)現(xiàn)美國(guó)情報(bào)學(xué)教育注重情報(bào)學(xué)基礎(chǔ)理論、交叉學(xué)科特點(diǎn)明顯、提供證書班或輔修等多種學(xué)習(xí)形式、注重課程的實(shí)用性等;我國(guó)情報(bào)學(xué)(其英文表達(dá)是Information Science)的研究多面向圖書館學(xué)、文獻(xiàn)和信息領(lǐng)域,較少面向安全問(wèn)題;面向安全的情報(bào)教育僅限于公安(公安情報(bào)學(xué))、軍事(軍事情報(bào)學(xué))領(lǐng)域,反映出我國(guó)情報(bào)學(xué)缺乏與十二個(gè)安全領(lǐng)域1相關(guān)的情報(bào)理論與方法的研究,這與情報(bào)工作在經(jīng)濟(jì)安全、科技安全、資源安全等領(lǐng)域中有著大量的實(shí)踐存在著不平衡狀態(tài),從情報(bào)業(yè)務(wù)亟需理論指導(dǎo)和人才培養(yǎng)的角度而言,我國(guó)情報(bào)學(xué)需要引入安全領(lǐng)域的情報(bào)研究和人才培養(yǎng)課程。引入面向安全領(lǐng)域的情報(bào)學(xué),需要將以安全研究為主要特征的西方情報(bào)研究Intelligence Studies引入我國(guó)情報(bào)學(xué)體系中,將其他安全類的情報(bào)學(xué)分支學(xué)科的共通之處擇要整合入我國(guó)情報(bào)學(xué)體系,形成既服務(wù)于發(fā)展又服務(wù)于安全的一體兩翼式情報(bào)學(xué)體系。因此,從情報(bào)搜集、情報(bào)分析兩個(gè)方面對(duì)Information Science與Intelligence Studies進(jìn)行梳理和比較,引入我國(guó)情報(bào)學(xué)未涉及的部分知識(shí),同時(shí),將Information Science的部分理論與方法與Intelligence Studies提供的相關(guān)理論和方法相互補(bǔ)充。通過(guò)對(duì)比中美情報(bào)學(xué)課程體系及教學(xué)情況,結(jié)合面向安全領(lǐng)域的情報(bào)學(xué)理論與方法的引入分析,根據(jù)"目標(biāo)——能力——知識(shí)體系——課程體系及實(shí)踐教學(xué)體系"構(gòu)建面向安全領(lǐng)域的情報(bào)學(xué)課程。依據(jù)修訂的布盧姆教育目標(biāo)分類體系確定教育目標(biāo),進(jìn)而推論出學(xué)生應(yīng)具備知識(shí)、技術(shù)、素質(zhì)、執(zhí)行力四個(gè)方面的勝任力,以Information Science的部分理論與方法作為基礎(chǔ),引入Intelligence Studies內(nèi)容構(gòu)建知識(shí)體系,包括"情報(bào)研究"、"情報(bào)管理"、"情報(bào)應(yīng)用""、"情報(bào)技術(shù)"、"其他情報(bào)"等五個(gè)知識(shí)領(lǐng)域,以此探討我國(guó)情報(bào)學(xué)課程體系設(shè)置原則、補(bǔ)充我國(guó)情報(bào)學(xué)課程體系與實(shí)踐教學(xué)體系框架,彌補(bǔ)現(xiàn)有面向安全領(lǐng)域的情報(bào)學(xué)教育的不足,從而構(gòu)建具有我國(guó)情報(bào)學(xué)特色的課程體系。
[Abstract]:The problems faced by national security are diverse, that is, while facing various traditional security problems, non-traditional security threats must also be dealt with. The demand that intelligence serves the national security strategy requires that information science should not only provide corresponding theoretical support for the practice of intelligence work in the field of security, but also provide support for the cultivation of security-oriented intelligence professionals. This article regards the information education as the breakthrough point, from the specialized intelligence talent training colleges, the intelligence community training organization, the intelligence community unifies the local university, offers the intelligence class curriculum local university four kinds of education subjects to carry on the investigation to the American information science curriculum system. It is found that American information science education pays attention to the basic theory of information science, the characteristics of interdiscipline are obvious, provides certificate classes or minor courses, and pays attention to the practicability of courses, etc. In our country, the research of information science (Information science in English) is mostly oriented to library science, literature and information field, but less to security problems, and the security oriented information education is limited to the fields of public security (public security information science) and military (military information science). This reflects the lack of research on information theories and methods related to 12 security fields in our country, which is unbalanced in a large number of practices in the fields of economic security, scientific and technological security, resource security, etc. From the point of view that intelligence business needs theoretical guidance and talent training, information science in China needs to introduce information research and talent training courses in the field of security. To introduce security-oriented information science, it is necessary to introduce the western intelligence research Intelligence Studies, which is characterized by security research, into the information science system of our country. The common points of other branches of information science of security category should be integrated into the information science system of our country to form a two-wing information science system which serves both development and security. Therefore, combing and comparing Information Science and Intelligence Studies from two aspects of intelligence gathering and intelligence analysis, introducing some knowledge that is not involved in information science in our country, at the same time, Some theories and methods of Information Science are complementary to those provided by Intelligence Studies. By comparing the curriculum system and teaching situation of information science between China and the United States, and combining with the introduction of security-oriented information science theories and methods, According to "goal-ability-knowledge system-curriculum system and practice teaching system", the information science course for security field is constructed. According to the revised classification system of Bloom's educational objectives, it is concluded that students should have competence in four aspects: knowledge, technology, quality and execution, based on some theories and methods of Information Science. This paper introduces the content of Intelligence Studies to construct knowledge system, including five fields of knowledge, such as "information research", "information management", "information application", "information technology" and "other intelligence". To supplement the framework of information science curriculum system and practice teaching system in our country, to make up for the deficiency of information science education in the field of security, so as to construct the course system with the characteristics of information science in our country.
