我國區(qū)域高等教育協(xié)調(diào)發(fā)展研究——基于東、中、西部的分析

【摘要】:中國已經(jīng)步入"十三五"規(guī)劃的新時期,國家教育事業(yè)發(fā)展"十三五"規(guī)劃指出要"協(xié)調(diào)區(qū)域教育發(fā)展"。面臨經(jīng)濟新常態(tài)下經(jīng)濟轉(zhuǎn)型對教育事業(yè)發(fā)展提出的新挑戰(zhàn)以及"一帶一路"戰(zhàn)略推進對區(qū)域協(xié)調(diào)發(fā)展提出的新要求,如何進一步協(xié)調(diào)區(qū)域高等教育發(fā)展是"協(xié)調(diào)區(qū)域教育發(fā)展"的重中之重。1999-2014年數(shù)據(jù)分析的結果顯示:我國區(qū)域間高等教育相對規(guī)模、考生高等教育入學機會和生均高等教育經(jīng)費差異顯著。其原因主要是思想認識、經(jīng)濟發(fā)展水平差異、體制機制障礙和政策選擇。據(jù)此提出了優(yōu)化教育結構,繼續(xù)推進統(tǒng)籌區(qū)域高等教育發(fā)展作為協(xié)調(diào)區(qū)域教育發(fā)展的政策選擇;促進教育公平,將統(tǒng)籌區(qū)域高等教育發(fā)展作為實現(xiàn)高等教育公平的價值判斷;提高教育質(zhì)量,將落實政府財政責任作為提高區(qū)域高等教育質(zhì)量的制度保障等政策建議。
[Abstract]:China has entered the new period of the 13th Five-Year Plan, and the 13th Five-Year Plan for the Development of National Education has pointed out that it is necessary to coordinate the development of regional education.Facing the new challenge of economic transformation to the development of education under the new normal state of economy and the new requirement of "Belt and Road" strategy to regional coordinated development,How to further coordinate the development of regional higher education is the top priority of "coordinating the development of regional education". The results of data analysis from 1999 to 2014 show that the relative scale of interregional higher education in China,There are significant differences in the entrance opportunities and the average expenditure of higher education for examinees.The main reasons are ideological understanding, economic development level differences, institutional obstacles and policy choices.Based on this, the author puts forward to optimize the educational structure, to continue to promote the overall development of regional higher education as a policy choice to coordinate the development of regional education, to promote educational fairness, to take the overall development of regional higher education as the value judgment to realize the equity of higher education;In order to improve the quality of education, the government's financial responsibility should be taken as the institutional guarantee for improving the quality of regional higher education.
