【摘要】：本文以法國高師集團(tuán)"高校共同體"改革為例,采用政策文本分析、參與式觀察和訪談等方法,從政策轉(zhuǎn)變的視角,探究法國為建設(shè)世界前十位一流大學(xué),在改革機(jī)制、法律保障、財(cái)政引導(dǎo)、新治理模式以及學(xué)科課程等方面的改革與實(shí)踐探索。揭示了法國高等教育改革如何逐步打破制度藩籬,實(shí)現(xiàn)政策革新,從而創(chuàng)建世界一流大學(xué),提升國際競爭力的策略,以期為我國"雙一流"建設(shè)提供啟示。
[Abstract]:Taking the reform of "College Community" of French normal University Group as an example, this paper adopts the methods of policy text analysis, participatory observation and interview, and from the perspective of policy change, probes into the reform mechanism of France in order to build the top ten top universities in the world.Legal protection, financial guidance, new governance model and subject curriculum reform and practice exploration.This paper reveals how the reform of higher education in France gradually breaks down institutional barriers, realizes policy innovation, and thus establishes world-class universities and promotes international competitiveness, in order to provide enlightenment for the construction of "double first-class" in our country.
