全面認(rèn)識加入WTO十五年來中國高等教育的全球化環(huán)境

【摘要】:經(jīng)濟(jì)全球化環(huán)境與走向?qū)ξ覈叩冉逃Y源配置轉(zhuǎn)型至關(guān)重要。我國加入世貿(mào)組織的十五年為做大做強(qiáng)高等教育奠定了基礎(chǔ)。期間中國高等教育最豐厚的收益有三條:一是為中國參與下一步全球化轉(zhuǎn)型競爭、實(shí)施國家創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略儲備了宏大的高端生力軍;二是參與角逐全球一流大學(xué)競爭為國家實(shí)施對外全球戰(zhàn)略服務(wù);三是現(xiàn)代大學(xué)制度建設(shè)正在朝著有利于政府、市場、學(xué)術(shù)三種力量互為制衡的資源配置轉(zhuǎn)型。加入WTO作為"第二次改革開放"的本質(zhì)是面對全球市場經(jīng)濟(jì)的一次制度改革紅利,其成果是習(xí)得全球制度規(guī)則與建立共識規(guī)則。站在逆全球化壓力與共建全球經(jīng)濟(jì)治理的轉(zhuǎn)折點(diǎn)上,高等教育結(jié)構(gòu)調(diào)整要瞄準(zhǔn)中國適應(yīng)全球化轉(zhuǎn)型的經(jīng)濟(jì)發(fā)展動力轉(zhuǎn)換與方式轉(zhuǎn)變,要建立全球視野配置優(yōu)質(zhì)質(zhì)量機(jī)制,要為國際社會提供更多公共產(chǎn)品或共享產(chǎn)品。
[Abstract]:The environment and trend of economic globalization are very important for the transformation of higher education resources allocation. The 15 years after China's entry into the WTO laid the foundation for making higher education bigger and stronger. During this period, the most abundant benefits of higher education in China are:. Three: first, for China to participate in the next step of globalization transformation and competition, The implementation of the national strategy of innovation-driven development reserves a huge new force at the high end; second, participating in the competition for world-class universities to serve the country in the implementation of the foreign global strategy; and third, the construction of the modern university system is moving in favour of the government and the market. The nature of China's entry into WTO as "the second reform and opening up" is a dividend of institutional reform in the face of the global market economy. The result is the acquisition of global institutional rules and consensus-building rules. The structural adjustment of higher education should aim at the transformation of power and mode of China's economic development adapting to the globalization transformation, set up a global vision of high-quality quality mechanism, and provide more public goods or shared products for the international community.
