中外高校間碩士學(xué)位互授問題研究

【摘要】:隨著經(jīng)濟全球化的深入和發(fā)展,高等教育國際化成為必然趨勢。在此背景下,學(xué)位互授作為高等教育國際合作的重要形式受到關(guān)注。本文將碩士學(xué)位互授定義為中國教育機構(gòu)同外國教育機構(gòu)在碩士學(xué)位層次開展的項目,學(xué)生在滿足雙方規(guī)定的學(xué)位授予要求后,可同時獲得由項目參與大學(xué)分別頒發(fā)的兩張學(xué)位證書。學(xué)位互授強調(diào)合作雙方的聯(lián)合培養(yǎng),以合作協(xié)議為支持,在招生、課程融合、學(xué)分互認(rèn)、論文撰寫等內(nèi)容中體現(xiàn)一致性行動。本研究將碩士學(xué)位互授作為研究對象,運用文獻分析、問卷調(diào)查、訪談等研究方法,得出以下結(jié)論:第一,學(xué)位互授的開展除了受到經(jīng)濟全球化、政治區(qū)域化、知識經(jīng)濟、交通網(wǎng)絡(luò)技術(shù)、高等教育國際化、高等教育市場化、高等教育一體化的發(fā)展背景影響外,還受到國際組織、政府、高校、社會力量等行動主體的影響。第二,基于相關(guān)資料和問卷數(shù)據(jù),本文將學(xué)位互授的發(fā)展沿革劃分為兩個階段,指出碩士學(xué)位互授的基本特征和發(fā)展趨勢主要體現(xiàn)在:辦學(xué)層次以碩士為主,合作對象傾向歐美國家,合作學(xué)科以自然學(xué)科、國家戰(zhàn)略領(lǐng)域及社會學(xué)科為主,合作條件看重外方辦學(xué)質(zhì)量和學(xué)校聲望,外方教育水平與中方相當(dāng)或優(yōu)于中方,中方辦學(xué)動機以促進高校國際化發(fā)展和提高人才培養(yǎng)質(zhì)量為主。第三,學(xué)位互授在提升高校國際化水平、促進師生跨國流動、提升高校辦學(xué)水平及鍛煉學(xué)生綜合能力方面有一定的成效。但也存在法律、制度層面資格認(rèn)證難落實、中外學(xué)制難融合、規(guī)章制度有待建立;實施層面中方不占主導(dǎo)地位、學(xué)分互認(rèn)難協(xié)調(diào)、學(xué)位授予標(biāo)準(zhǔn)不一致、課程設(shè)置銜接困難、管理機制不健全、質(zhì)量保障主體單一、經(jīng)費支持缺乏;教師層面教師參與積極性不高、中外導(dǎo)師交流有限、科研合作不夠深入;學(xué)生層面學(xué)生主體地位缺失、課程壓力大、外方學(xué)生參與度低、選導(dǎo)師困難、師生關(guān)系不密切等問題。第四,改進碩士學(xué)位互授工作,應(yīng)當(dāng)在正確認(rèn)識利益相關(guān)者的基礎(chǔ)上,以高校為橋梁調(diào)動利益相關(guān)者之間的協(xié)作功效,發(fā)揮不同主體的作用:在政府層面,完善法律政策,發(fā)揮政府宏觀指導(dǎo);在高校層面,進一步明確高校合作辦學(xué)中的主導(dǎo)地位,優(yōu)化項目實施過程;在學(xué)生層面,注重參與項目學(xué)生身心健康,滿足其學(xué)習(xí)科研所需條件;在教師層面,發(fā)揮導(dǎo)師科研潛力,引導(dǎo)老師關(guān)注并積極參與聯(lián)合培養(yǎng)研究生項目。
[Abstract]:With the deepening of economic globalization and the development of higher education internationalization has become an inevitable trend. Under this background, the degree of mutual teaching as an important form of international cooperation in higher education. This paper will concern the master's degree granted is defined as China Mutual Educational Institutions with foreign educational institutions in the master's degree level programs, students meet the requirements stipulated by the parties in the grant degree, can be obtained by the project in University were awarded the two degree awarding diploma. Each joint training emphasizes the cooperation between the two sides, the cooperation agreement for the support in enrollment, curriculum integration, mutual recognition of credits, consistent action thesis writing content. This study will give each other a master's degree as the research object. The use of literature analysis, questionnaire survey, interviews and other research methods, draws the following conclusion: first, in addition to the development of each degree granted by economic globalization, regional politics, Knowledge economy, traffic network technology, the internationalization of higher education, higher education market, the development background of the integration of higher education, but also by international organizations, governments, universities, etc. the main effect of social forces action. Second, the relevant information and based on the questionnaire data, this paper divides the development history of the degree of mutual award in two stages and pointed out the basic features and development trend of master degree of mutual award is mainly reflected in: the school level to master the main partner tendency of European and American countries, cooperation in natural science disciplines, the field of national strategy and social science based, cooperative education quality and school conditions on foreign prestige, foreign education level with the Chinese equivalent to or better than Chinese, the Chinese school motivation in order to promote the international development and improve the quality of personnel training. In third, each grant to enhance the level of internationalization degree of colleges and universities, teachers and students of cross-border flows, Have certain effect to enhance the comprehensive ability of college education level and training students. But there are also legal, institutional level certification is difficult to implement, and system can integrate, rules and regulations should be established; the implementation level of China is not dominant, credit is difficult to coordinate, degree granting standards are inconsistent, the curriculum convergence difficulties, management mechanism perfect quality assurance, the main single, the lack of financial support; the level of teachers' participation enthusiasm is not high, foreign teacher exchange Co., research cooperation is not deep enough; the lack of student level students subject status, curriculum pressure, foreign student participation is low, difficult problem of choosing tutor, do not close the relationship between teachers and students. Fourth, master's degree of mutual improvement work should be based on the correct understanding of the relevant stakeholders, the cooperation effect between the bridge to mobilize stakeholders, play main role in different The level of government, improving the legal policy, government macro guidance; in the aspect of colleges and universities, to further clarify the dominant position of university cooperation in running schools, optimize the project implementation process; in the level of students, pay attention to the physical and mental health of students involved in the project, to meet the required conditions in research learning; teachers' level, develop the teacher scientific research potential, and actively guide the teacher's attention participate in joint training of graduate programs.
