【摘要】：戰(zhàn)后日本緊隨美國(guó)之后,先于歐洲快速邁入了高等教育的大眾化時(shí)代。在此過(guò)程中私立大學(xué)起到了主導(dǎo)性的作用。在之后的高等教育的政策性摸索中,私立大學(xué)的發(fā)展又與文部科學(xué)省調(diào)整高校均衡布局的措施、國(guó)土交通省的國(guó)土均衡發(fā)展方針、經(jīng)濟(jì)產(chǎn)業(yè)省的振興地域經(jīng)濟(jì)政策密切相關(guān)。通過(guò)扶持在地方城市創(chuàng)辦私立大學(xué)來(lái)實(shí)現(xiàn)縮小地區(qū)之間教育、經(jīng)濟(jì)、文化的差距,增添地方城市的發(fā)展活力,實(shí)現(xiàn)高等教育機(jī)會(huì)的平等性與社會(huì)的均衡發(fā)展。這些經(jīng)驗(yàn)對(duì)于建立我國(guó)民辦大學(xué)教育體制也具有一定的借鑒意義。
[Abstract]:After the war, Japan, following the United States, quickly entered the era of popularization of higher education before Europe. In the process, private universities played a leading role. The development of private universities and the measures taken by the Ministry of Education, Science and Technology to adjust the balanced layout of colleges and universities, and the balanced development policy of the Ministry of Land and Transportation, The policy of revitalizing the regional economy of the Ministry of economy, Industry and Industry is closely related. By supporting the establishment of private universities in local cities, the gap between education, economy and culture among regions can be narrowed, and the development vitality of local cities will be increased. To realize the equality of opportunity of higher education and the balanced development of society, these experiences can also be used for reference in establishing the educational system of private universities in China.
